Job Summary
This position works with members of the Plant Protection and Quarantine (PPQ) Science & Technology (S&T) Management Team, staff under the National Science Program Manager, representatives on Cross Functional Working Groups (CFWG), as well as federal and state departments and agencies, key stakeholder groups, and others as needed, in the overall coordination, planning, and implementation of S&T activities within the assigned program area.
Major Duties
- The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
- The duties may include, but are not limited to:
- Coordinates the development and execution of technical and scientific projects within the Science and Technology fruit fly portfolio through direct and effective interaction with the appropriate individuals.
- Prepares reports primarily for developing, implementing and maintaining effective scientifically informed APHIS programs and in accordance with agency, PPQ, and other relevant policies.
- Advises the Science and Technology Management Team on emerging program issues, results, and research needs.
- Consults with APHIS and cooperating scientists regarding technical procedures, experimental results, and interpretation of data that address a wide range of problems relevant to PPQ programs.
- Provides input and recommendations to the Science and Technology Management Team for program-related budget development, annual work plans, and operational plans.
- Engages with the fruit fly national policy and operations managers, domestic stakeholders and international partners to advance research to enhance safeguarding and eradication.
- Coordinates the establishment, review, and reporting of cooperative agreements, interagency agreements, and contracts pertaining to the assigned program area.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Biologist (0401) Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Developing, informing, or applying strategies for the successful eradication, containment, or management of insects, such as pest surveys, treatments, area-wide pest management, and sterile insect technique. Managing project scopes, assignments, budgets, and schedules for multiple projects, facilitating cooperation among team members to accomplish group goals; and performing and managing or directing work in a scientific setting. Leading teams or groups and in communicating with different levels of an organization in order to create a variety of products, such as publications, extension reports, presentations, educational materials. Communicating scientific information at scientific meetings, working groups, or stakeholders and customers meetings; and tailoring communications to the appropriate group to achieve successful outcomes. Note: There is no education substitution for this grade level. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Developing, informing, or applying strategies for the successful eradication, containment, or management of insects, such as pest surveys, treatments, area-wide pest management, and sterile insect technique. Overseeing complex portfolios for multiple projects by managing project scopes, assignments, budgets, and schedules, facilitating cooperation among team members to accomplish group goals; and performing and managing or directing work in a scientific setting. Leading diverse teams or large groups to addressing complex issues and in communicating with different levels of an organization in order to create a variety of products- such as publications, extension reports, presentations, educational materials. Communicating scientific information to diverse groups through leading scientific meetings, working groups, or stakeholders and customers meetings; and tailoring communications to the appropriate group to achieve successful outcomes. Note: There is no education substitution for this grade level. TRANSCRIPTS are required: This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$94,803.00 - $145,634.00
