Job Summary
These position(s) are located within PPQ, Quarantine Policy, Analysis, and Support - Operations Port Policy work unit. These position(s) provide policy management expertise, national coordination, and leadership on issues of major importance to PPQ and Customs and Border Protection. This includes developing policies, procedures and operational guidelines to allow legitimate international and interstate trade while preventing the introduction of harmful, exotic agricultural quarantine organisms.
Major Duties
- Some key roles and responsibilities are:
- Working closely with CBP and key stakeholders to address port of entry policy issues impacting operations or insufficient to address risk.
- Leading strategic program planning; establishing national program objectives and performance measures; and adjusting policy based on program information.
- Leading projects to achieve high level program deliverables often which impact operations, policy, and regulations.
- Making science and data based recommendations to inform policies and procedures.
- Creating, maintaining and updating policies, procedures, job aids, that support programmatic work.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience working as part of a team in developing local protocols; and recommending adjustment of procedures based on available information Experience gathering data and providing rudimentary assessment Experience gathering information for others to provide the status of a project, problem, significant change, or delay. Note: There is no education substitution for this grade level. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates; Experience working as part of a team in developing responses to lawsuits, congressional inquiries, draft legislation, draft Federal or State regulations, reviews, internal and external audits, or other critical issues Experience working as part of a team in developing national program objectives and performance measures; and recommending adjustment of policies based on program information Experience working as part of a team on project plans, identifying tasks and taking part in work group activities, identifying project risks to achieve milestones and results Experience analyzing data, evaluating trends and making recommendations to inform policies and procedures Experience providing status of a project, problem, significant change, or delay that impacted program Note: There is no education substitution for this grade level. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates; Experience coordinating responses to issues such as lawsuits, congressional inquiries, draft legislation, draft Federal or State regulations, reviews, internal and external audits and reviews, and other critical issues Experience establishing national program objectives and performance measures; and adjusting policy based on program information Experience in leading projects to achieve program deliverables, including establishing and leading work groups, establishing charters, scheduling and leading meetings, developing project plans, identifying tasks and organizing work group activities, identifying and managing project risks to achieve milestones and results Experience analyzing data, evaluating trends and making adjustments to policies and procedures Experience in providing status of various projects, problems, significant changes, or delays that impacted program or policy development and implementation Note: There is no education substitution for this grade level. TRANSCRIPTS are required. This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$86,335.00 - $157,709.00
