Job Summary

You will provide leadership and coordination in managing, developing, and implementing National Risk Based Sampling (RBS) activities for the Agriculture Quarantine Inspection (AQI) program and for the development and maintenance of PPQ's long-term program goals and objectives as they relate to risk. In this capacity, you will be responsible for a wide variety of activities which require coordination, review, and critical analyses of information, organizations, and systems.

Major Duties

  • The duties may include, but are not limited to:
  • Provides leadership and coordination for the development, maintenance, and management of RBS data collection and organization processes and procedures.
  • Interacts with appropriate Departmental agencies, universities, not-for-profit organizations and commercial organizations on risk based sampling and customer satisfaction.
  • Manages and coordinates national RBS activities; systematically collects, analyzes, and interprets data and organizes it into useable forms.
  • Conducts complex analyses of RBS data and how it can be applied to revise or improve agriculture policies, budget estimates, and a variety of issues to determine program impact.
  • Collaborates with PPQs headquarters staff and field personnel, APHIS Budget and Accounting, Legislative and Public Affairs, Custom and Border Protection (CBP) and other staffs.
  • Prepares analytical reports and written correspondence, which includes status reports, briefing papers, decision memoranda, position papers, and other administrative documents.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience analyzing quantitative and qualitative data and interpreting scientific information dealing with complex plant health/safeguarding issues that are either directly associated with international trade, or associated with national plant pest/disease programs as they relate to trade issues. Experience monitoring and managing agricultural quarantine inspection operations and ensuring compliance with proper regulations, policies and procedures. Experience in leading, managing and implementing regional and national programs that can be complex in nature and requires working with other government agencies and external stakeholders. Experience developing written materials, such as briefings, decision or policy memoranda, or technical guidelines that are subject to external review. Experience in preparing and presenting scientific and/or technical reports to communicate with the public, industry, professional groups, and/or government officials at the national or international level to explain, defend, or teach highly technical issues that are subject to controversy. Note: There is no education substitution for this grade level. TRANSCRIPTS are required. This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$117,191.00 - $152,352.00
