Job Summary
This position is located in the Center for Epidemiology and Animal Health (CEAH) which provides analytical epidemiology expertise, design, planning, and analysis for national surveillance programs for animal disease; conducts risk assessments and identifies emerging animal health threats; monitors health-related aspects of U.S. livestock management and production; and develops economic and epidemiologic models to inform benefit cost analyses, risk analyses, and surveillance planning.
Major Duties
- The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
- The duties may include, but are not limited to:
- Plan, implement, and manage data and information requirements for emerging issues, emergency response, comprehensive and integrated surveillance, program reporting, and national and international animal health related information.
- Serve as an analyst that identifies new or enhances data and information requirements for the delivery and processing of data and animal health information.
- Research new development methods and pilot-testing technologies which will streamline the discovery, acquisition, preparation, delivery, storage, and public dissemination of analysis data and results.
- Manage existing data and information management solutions which are used for reporting, analyzing, and researching domestic, emerging, and foreign animal health conditions.
- Guide the development of descriptive analysis reports of the data for use by the intergovernmental veterinary medical officers, bioinformaticists, agricultural economists, spatial epidemiologists, and risk analysts who create time-critical reports.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Must possess that one of the following requirements which demonstrates your ability to perform the work of Biological Science Information Specialist (Data Scientist) GS-0401-13 grade level or equivalent pay band in the Federal Service.
1) Degree: Must have a bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
2) Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 grade level that demonstrates the following experience: Communicating with analysts to gather data and information requirements; explain or document data processes, procedures, and metadata. Database design, database planning, and data modeling. Standardizing data, development of data standards, and ensuring data consistency. Note: There is no education substitution for minimum qualifications for this grade level.

Pay Range
$100,027.00 - $130,039.00
