Job Summary
This position is located on the Prescott National Forest with the duty station in Chino Valley, AZ. The position serves as Natural Resources and Planning Staff Officer and is a key member of the Forest Management Team to formulate plans, policies, and objectives for the Forest. Major Duties
- Provide recommendations and information to the Forest Supervisor concerning important natural resource and the administrative roles necessary for those programs, including budget.
- Make recommendations and provide information concerning dependent communities and industry.
- Inform and justify to the Forest Supervisor the implementation and execution of the Forest Plan for the assigned programs. Recommends amendments as necessary.
- Responsible for the quality, quantity, and coordination of all work performed in the various program areas overseen.
- Direct the activities of subordinate programs to ensure Forest Plan requirements and goals are accomplished.
- Maintain awareness of new technological developments in forestry and natural resource management.
- Coordinate resource management planning activities. Continuously appraises program area goals in light of changing economic and public concern factors.
- Review all long range and short range action plans to ensure consistency with strategies and program emphasis in the approved Forest Plan.
- Promote ecosystem management, ensuring long term productivity and ecologically sustainable goals are implemented, maintained, and achieved.
- Coordinate Forest management of programs directed with public officials, industry representatives, and citizen groups.
- Responsible for program management, planning, budgeting and management information (PBMI) for identifying work force and organizational needs, and Forest priorities.
- Responsible for ensuring program expenditures are legal, meet charged-as-worked and congressional intent, and remain within budget limits.
- Provide technical and administrative supervision to subordinate employees.

Basic Requirement for GS-0401: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major.

Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. In addition to meeting the basic requirement, you must also possess experience in the amounts listed below. Specialized Experience Requirement: For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as one or more of the following: Provided leadership and/or guidance in the management of natural resources management; Implemented and executed the project plans for a natural resources program area or related area; Coordinated the assigned programs and plans with other resource management functions; Provided recommendations on development and execution of Forest programs to ensure their accomplishment within applicable guidelines; Participated on land management planning efforts by providing resource data information, advice and members of staff to help formulate long range plans for the functional areas of the program; Prepared and/or assessed short-range and long-range functional resource and fiscal plans to ensure compliance with land management planning policies and regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$91,231.00 - $118,603.00
