Job Summary
Position will be filled at a Region 5 (California) Forest Service office. Location will be determined after selection. Responsible for planning/administering and enforcing new/existing Federal Energy Regulatory Commission (FERC) hydroelectric project licenses/authorizations issued pursuant to the Federal Power Act and other applicable laws on National Forest System lands. Major Duties
- Maintain working relationships with federal, state, local and tribal agencies and utility companies to partner and coordinate hydroelectric developments on Forest lands.
- Manage partnership program relating to utility development to complete hydroelectric projects.
- Negotiate with internal and external participants to address hydroelectric program issues.
- Communicate roles in natural resource protection and restoration programs to licensing stakeholders.
- Provide technical guidance to staff and leadership on hydroelectric programs, plans and projects to ensure activities follow agency direction and mission.
- Address hydroelectric resource issues with staff and leadership to ensure project compliance with agency direction and mission.
- Plan and design biological studies and field investigations of hydroelectric projects to manage impact on aquatic and terrestrial ecosystems.
- Analyze relicensing information and environmental documentation to develop terms and conditions for Federal Energy Regulatory Commission licenses.
- Conduct annual compliance review of hydroelectric projects to ensure resource values, public safety and recreation values have been protected and maintained

GS-0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-12 level: You must have one year specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is defined as the following: Provided professional guidance and assistance for the management and improvement of forest resources by managing hydroelectric programs; coordinated activities that improved resource protection and restoration; planned and designed studies concerning biological, chemical and physical processes of hydroelectric studies; developed partnerships with federal, state, local, tribal and utility companies to assist in natural resource projects; conducted compliance reviews of hydroelectric projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$76,721.00 - $99,741.00
