Job Summary

This position is located within the Policy, Program and International Collaboration (PPIC) Group of Biotechnology Regulatory Services (BRS). The position supports the Branch Chief, PPIC, in his/her collaboration and support to BRS and the Office of the Deputy Administrator (ODA) in the areas of national and international policy and program coordination, development, and implementation (including regulatory and technical capacity building) related to agricultural biotechnology, as appropriate.

Major Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
  • Develops and implement strategies for BRS to interact with domestic and international governmental organizations in ways that effectively communicate the BRS role in the Federal Coordinated Framework.
  • Conduct analyses and develop recommendations and strategies for ways that BRS can interact more productively with domestic and international governmental and intergovernmental organizations.
  • Collaborate with higher management to make technical and policy recommendations, and serves as a conduit of information to BRS staff regarding technical and regulatory information.
  • Represent BRS at meetings and conferences to formulate or carry out policies, programs, and activities related to international agricultural biotechnology management.
  • Serve as an expert in BRS domestic and international technical and regulatory activities related to agricultural biotechnology when visits by domestic and foreign visitors.
  • Support international biotechnology issue management within BRS, including working cooperatively with other programs within APHIS as well as regulatory counterparts.
  • Support the PPIC Branch Chief and senior leadership within BRS and APHIS, collaborate with others in USDA and across the Federal sector, to develop, execute, and assess BRS program activities.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: - Supported collaborations to harmonize international regulations.

- Developed scientifically and risk-based approaches to biotechnology regulation.

- Exposure to laws, regulations, or management practices associated with international and domestic biotechnology policy and regulations.

- Prepared a variety of documents, such as risk assessments, reports, technical analyses, and position papers, on different aspects of biotechnology regulation.

- Participated in biotechnology policy and procedures discussions with internal and external stakeholders. Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$102,663.00 - $133,465.00
