Job Summary

Army Public Health Center mission is to promote and prevent disease, injury and disability of Soldiers, military retirees, their Families and Department of the Army Civilian Employees; and assure effective execution of full spectrum veterinary services for Army and Department of Defense Veterinary missions. This is a Direct Hire Authority recruitment for STEM positions at the GS-11 or GS-12 with a full performance level of GS-12.

Major Duties

  • Position to be filled at the GS-11 or GS-12. At the full performance level, you will perform the following duties:
  • You will serve as a Biologist for Army Public Health Center (APHC), with the responsibility of preparing, coordinating and directing the implementation of genomics laboratory tests and several areas of investigations.
  • Plan, coordinate and maintain a genomics laboratory giving special attention to safety and surety regulations.
  • Devise and develop projects relating to molecular biology, genomics and vector borne pathogens.
  • Prepare reports and at intervals determined by Section Chief and program principal investigator which document process and permit other scientist to acquire techniques for their own use.
  • Maintains liaison with professional personnel in the laboratory and at related activities or agencies and contract facilities to exchange technical information, coordinate cooperative developments in molecular biology.

Qualifications

US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. BASIC REQUIREMENT FOR BIOLOGIST: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11 ($72,030 to $93,638 per annum)

Specialized Experience: One year of specialized experience which includes 1) Assisting with the development of molecular biology methods and procedures to analyze sample material; 2) Designing experimental procedures and techniques to perform basic tests and procedures in a laboratory; AND 3) Performing molecular biology laboratory tests to include operation and maintenance of equipment. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-12 ($86,335 to $112,240 per annum) Specialized Experience: One year of specialized experience which includes 1) Interpreting molecular data from studies to publish findings; 2) Preparing, coordinating and/or directing the implementation of genomics laboratory tests and other areas of investigations; AND 3) Training staff on sequencing operations and assays This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). The GS 11 position is a developmental position. Full performance level is GS-12. If selected at less than the full performance level, promotion to the full performance is subject to meeting regulatory requirements such as time-in-grade, training, and performance and is at management's discretion.
