Job Summary
The purpose of this position is to serve as the senior National Environmental Policy Act (NEPA) program manager and environmental compliance planner for Fort Bliss. This is a Direct Hire Solicitation.
Major Duties
- Review all potential installation undertakings and determines the level and complexity of National Environmental Policy Act (NEPA) review and documentation required.
- Apply sound technical knowledge and in depth understanding of environmental laws and regulations regarding all environmental media.
- Coordinate and facilitate National Environmental Policy Act (NEPA) and analysis at all levels.
- Lead representative for interaction with regulatory agencies to provide answers to policy and regulatory questions concerning the installations compliance with the National Environmental Policy Act (NEPA).
- Prepare, coordinate and carry to completion all levels of environmental documentation required for compliance with National Environmental Policy Act (NEPA).

Additional information about transcripts is in this document. Basic Requirement for Biologist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience applying environmental laws and regulations to evaluate the adequacy of the National Environmental Program Act (NEPA) program; prepare environmental documentation required for compliance with NEPA; provide answers to policy and regulatory questions regarding compliance with NEPA; and provide guidance on environmental compliance planning and NEPA compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Pay Range
$76,721.00 - $99,741.00
