Job Summary

This position works in the National Resources program in the Resources Division at Klondike Gold Rush National Historic Park, Skagway, Alaska. This is a permanent career-seasonal career/career-conditional full-time appointment.

Major Duties

The biologist is engaged in the study, inventory, monitoring, restoration, and management of a broad range of natural resources which may include, but is not limited to: vegetation, wildlife, air and water quality, soils, geology, geomorphology, hydrology, and other physical sciences.

As a developmental GS-09 Biologist, the incumbent performs the full range of duties but with close supervision and direction including:

  • Carrying out natural resource management through the study, inventory, monitoring, restoration, and management of a broad range of natural resources. Program areas may include, but are not limited to, vegetation, wildlife, fisheries, exotic and pest species, sensitive and at-risk species, and associated ecological components such as air, water, and soil.
  • Work cooperatively with other agencies and government entities including Parks Canada and the local Federally Recognized Tribes.
  • Duties will be performed under closer than normal supervision and assignments will become progressively more difficult until the full-performance level of the GS-11 listed below is reached.
As a GS-11 Biologist, the incumbent will independently:
  • Carrying out natural resource management through the study, inventory, monitoring, restoration, and management of a broad range of natural resources. Program areas may include, but are not limited to, vegetation, wildlife, fisheries, exotic and pest species, sensitive and at-risk species, and associated ecological components such as air, water, and soil.
  • Carry out statistically valid data collection protocols, identify and document the significance of findings, and prepare management and scientific reports for peer review and publication.
  • Develop and conducts scientifically credible protection, mitigation, and restoration projects to prevent resource damage and to restore or maintain integrity of critical habitats.
  • Work cooperatively with other agencies and government entities including Parks Canada and the local Federally Recognized Tribes.
  • Represent the park by participating on the Southeast Area Network Inventory & Monitoring Technical Advisory Committee and the Natural Resources Advisory Council.
  • Serve as the park's GIS coordinator, developing and maintaining GIS data for the whole park.
  • Serve as the park National Environmental Policy Act (NEPA) coordinator and, in conjunction with the Interdisciplinary Team for Compliance, ensure protection of all resources - cultural and natural.

This is a career-seasonal position and subject to release and recall procedures. A permanent career-seasonal position includes all the benefits of permanent employment, but does not provide employment on a full year-round basis. As such, the selectee will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. The selectee is guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule to be determined upon appointment. The typical season for this position is mid-January through mid-November, but can be variable during these months due to project requirements or weather conditions.

Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-04/01/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. BASIC REQUIREMENT Must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Must have courses equivalent to a major as described above (e.g., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. EXPERIENCE: Must have at least one year of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of qualifying specialized experience include duties such as: independently carrying out ecological or biological studies with a number of variables following established protocols; performing established, standardized tests and analyses on a broad range of biological samples; conducting seasonal monitoring of biological or ecosystem components; recording, compiling, and organizing data; develop written reports; and using computer-based technology such as geographic information systems (GIS), spreadsheets, and databases. Note: You must indicate the number of hours worked per week within your resume.

EDUCATION: Must have successfully completed at least two years of progressively higher level graduate education leading to a master's degree, or master's, or equivalent graduate degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology, or physical science, engineering or mathematics or directly related fields, which is directly related to the work of this position and demonstrates possession of the knowledge, skills, and abilities required for this position. EXPERIENCE/EDUCATION COMBINATION: Must have a combination of graduate education and specialized experience of the type and level described above in a field directly related to the work of this position as shown above. For example, I have 6 months of the specialized experience described (50% of the experience requirement), and 36 semester hours or 54 quarter hours of directly-related graduate level college study as defined above in an accredited institution (50% of the qualifying education). EXPERIENCE: Must have at least one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of qualifying specialized experience include duties such as: participating in the planning and execution of complex ecological or biological studies; performing established, standardized tests and analyses on a broad range of biological samples; conducting studies using established fact-finding and evaluation procedures; conducting long-term monitoring of biological or ecosystem components; design, develop, test, and implement scientific monitoring protocols; developing scientifically credible protection, mitigation, and restoration projects; or developing and carrying out statistically valid data collection protocols; and administering computer-based technology such as geographic information systems (GIS), spreadsheets, and databases. Note: You must indicate the number of hours worked per week within your resume.

EDUCATION: Must have successfully completed at least three years of progressively higher level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. . EXPERIENCE/EDUCATION COMBINATION: Must have a combination of graduate education and specialized experience of the type and level described above in a field directly related to the work of this position as shown above. For example, I have 6 months of the specialized experience described (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly-related graduate level college study as defined above in an accredited institution (50% of the qualifying education).
