Job Summary
The incumbent is responsible for the development, management, coordination, and implementation of data management systems, including the Geographic Information System (GIS), for programs of the Biological Resources Division (BRD).
Major Duties
- Direct an intricate program of data management activities that involves sensitive and complex topics that may impact a wide variety of park and program issues.
- Attend management and professional conferences and other events for the purpose of exchanging information, presenting technical and policy information, and advancing advocacy for park stewardship.
- Synthesize a wide range of data types including biological, physical, and bibliographical in both tabular and spatial formats to assure that metadata for these data sets is in compliance with Federal Geographic Data Committee standards.
- Carry out and maintain program management duties by developing work plans and schedules, cost estimates, and proposals and/or grants to justify funding requests and accomplish goals.
- Plan and integrate systems with Natural Resource Stewardship and Science Directorate (NRSS) architecture to meet Biological Resources Division and service-wide data management needs.

A. EDUCATION: Bachelor's (or higher) degree that included a major study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position.

B. COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major study, as shown in statement A above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that you possess the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. BASIC REQUIREMENT FOR ECOLOGY SERIES, 0408:
EDUCATION: Bachelor's (or higher) degree that included a major study in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. -AND- MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying: GS-12:
Specialized Experience: Applicants must have at least one year of specialized work experience equivalent to the GS-11 grade level in the Federal service performing the following: 1) designing, developing, coordinating and administrating of data management programs; 2) applying knowledge of programming, biological resources, ecosystems, data management, database applications, Geographic Information Systems (GIS), to plan, develop, and support application programs and systems to meet natural resource needs; 3) developing work plans and schedules, cost estimates, proposals, and/or grants; 4) designing, developing, and managing database systems for biological resource data sets; and 5) providing technical and policy support. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. Pay Range
$81,451.00 - $105,890.00
