Primary Position Purpose: Manage the development and maintenance of spatial data and engineering records to provide mapping capabilities for facilities. Provides current and historic infrastructure information to support planning, operations, and command of, and the design, construction, and deployment of Civil Eng and/or other functional capabilities at/from Scott AFB.

Major Duties

  • Manages the installation mapping, facility floorplan, and engineering record drawing management program for the installation or Wing.
  • Develops and maintains installation geospatial mapping information.
  • Develops and maintains facility floorplan information.
  • Manages engineering records.
  • Provides training, material resources, and information security support.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions Group AND one of the Individual Occupational Requirements for Geography Series, 0150 OR Cartography Series, 1370 OR Land Surveying Series, 1373. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Geography Series, 0150: A Degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. NOTE: Transcripts are required.

OR: combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. NOTE: Transcripts are required. Cartography Series, 1370: Degree in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). NOTE: Transcripts are required.

OR: combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. (Occupations in which experience may have been gained include Geography, GS-150; Civil Engineering, GS-810; General Physical Science, GS-1301; Geodesy, GS-1372; and Land Surveying, GS-1373). NOTE: Transcripts are required. Land Surveyor, GS-1373: a Degree in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. NOTE: Transcripts are required.

OR: combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education. NOTE: Transcripts are required.

OR: a current registration as a Land Surveyor. The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are NOT acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor. NOTE: You must submit a copy of your registration as a Land Surveyor with your application. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes 1) Reviewing site plan and installation map deliverables for quality and compliance with agency and industry standards, including engineering drawing submittals during design and construction. 2) Performing soil classifications to support facility siting and design, and environmental engineering. 3) Developing needs assessments, strategic and/or implementation plans. 4) Providing guidance and oversight to program system administrators and assures they are trained and qualified. OR

EDUCATION: successfully completed three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field directly related to the position being filled. NOTE: Transcripts are required. OR

COMBINATION OF EXPERIENCE AND EDUCATION: less than one (1) year of specialized experience at the GS-09 grade level; however, I have at least two (2) years of graduate level education in a major or subject area directly related to the position being filled. Therefore, I have a combination of experience and education. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of geospatial concepts, theories, principles (e.g. geography, cartography, geometry, geodesy, photogrammetry, remote sensing, etc.) and their applications to geospatial practices, operations, and analysis (e.g. GIS, CADD, BIM, GPS, surveying, etc.) to manage jurisdictional areas (e.g. military installations, municipalities, utility districts, etc.) and their facilities. Knowledge of industry spatial data standards such as National Computer-aided Design, Federal Geographic Data Committee, Spatial Data Standard for Facilities, Infrastructure, and Environmental, International Organization for Standardization, building Information Modeling, etc. Knowledge of functional work area disciplines (e.g. engineering, planning, utilities, communications, security, safety, environmental management, emergency response, etc.). Skill in terrestrial or three-dimensional mapping, drafting, or surveying methods and techniques, and in file management. Skill in GIS, CADD, or surveying software and equipment use including knowledge of the capabilities, limitations, and employment of commercial-off- the-shelf software and equipment used by industry. Pay Range

$64,948.00 - $84,430.00
