Major Duties

The U.S. Geological Survey (USGS) serves as a national catalyst for the organization and distribution of biological, hydrological, geological, and geographical information and addresses the specific needs of the Department of the Interior and its land and resource managers. The USGS is the Nation’s largest water, earth, biological science and civilian mapping agency, working in cooperation with more than 2,000 organizations across the country with numerous international communities to provide reliable, impartial, scientific information to resource managers, planners, and other customers and partners.

The National Geospatial Technical Operations Center (NGTOC) is the primary operational component within the National Geospatial Program (NGP), the largest program within the U.S. Geological Survey in terms of appropriated funding, with an annual appropriated budget of approximately $70 million. The NGTOC provides world-class geospatial technical expertise and customer service for the USGS and the Nation through fulfilling its responsibilities within the NGP. It is responsible for the acquisition, assessment, and integration of geospatial data in support of The National Map, oversight of Geospatial Data Products and Services Contracts, quality assurance and quality control of products and data produced via contract or by other entities outside of the NGTOC, providing government furnished materials to support contract production, development of national standards and data models to support The National Map, and providing technical assistance to USGS Geospatial Liaisons and state, local and private sector partners.

The Vector Web Edit Project Manager (PM) position is a development manager within the NGTOC Systems Development Branch of the NGTOC Innovation Office. The Systems Development Branch provides geospatial development technical skills, processes, and techniques used in achieving the goals of the National Geospatial Program (NGP). Systems Development resources assesses and document local and enterprise-level geospatial requirements and develops applications and systems to meet these requirements. The position reports directly to the Science Systems Development Section Chief. The position will oversee development activities including monitor of contract development staff which may be in either of the NGTOC locations (Lakewood, CO and Rolla, MO).

The Vector Web Edit Project Manager serves as the primary lead for a Systems Development team. The Vector Web Edit PM also serves technical adviser to NGTOC and NGP staff and leadership concerning GIS applications and systems. The position participates in planning, scheduling, tasking, monitoring, and documentation development of requirements and activities providing design, development, testing, and implementation support. The Vector Web Edit PM is responsible for maintaining geospatial mission-specific systems enabling Operations to meet annual goals.

As a Systems Development Project Manager within the National Geospatial Technical Operations Center, some of your specific duties will include:

  • Serve as subject matter expert responsible for planning and executing systems development projects that support NGTOC objectives.
  • Oversees systems development team activities to ensure adherence to development timelines, procedures, techniques, and release of GIS applications and geospatial data.
  • Investigates and proposes technological advancements and approaches to develop, enhance, or resolve geographic information systems requirements or issues.
  • Collaborates with stakeholders, user communities, and internal & external partners to provide expert advice and consultation for current and future proposals; formulates innovative approaches to satisfy diverse customer requirements.
  • Ensures security requirements are integrated into geospatial applications that will result acceptable risk management and adherence to documented security requirements.

In addition to the basic education requirements, you must have 1-year of specialized experience equivalent to the GS-11 grade level in the Federal service performing the following:

1) Project Management of technical work involving geospatial applications or systems and/or, 2) Experience in software development or applied research of geospatial applications or systems.

You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.

Pay Range

$74,596.00 - $105,890.00
