Job Summary
The incumbent is the primary Geographic Information Systems (GIS) liaison between the Agency and USDA Headquarters for operational and situational awareness tools. The selectee uses Geographic Information System (GIS) software to prepare and digitize records and maintains GIS layers during routine and emergency operations.
Major Duties
- The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
- The duties may include, but are not limited to:
- Increase staff efficiency by automating repetitive GIS tasks through scripting, data maintenance and the creation of map products/reports.
- Provides hardware and software GIS and GPS troubleshooting and problem solving services to program staff.
- Acquiring, organizing, and maintaining consistent geospatial data including data derived externally and internally.
- Improve data quality through the implementation of data cleansing and filtering.
- Providing map products and technical support during strategic, tactical and operational planning sessions.
Qualifications
To qualify, you MUST meet all program and qualification requirements by the closing date of the announcement. To be eligible, applicants must meet one of the following requirements; Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years. OR Individuals who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirements for the academic course of study were met. IN ADDITION TO MEETING THE BASIC REQUIREMENTS LISTED ABOVE: Applicants can qualify by meeting the EDUCATION requirements specified below and/or the SPECIALIZED EXPERIENCE requirements. SPECIALIZED EXPERIENCE AT THE GS-5 GRADE LEVEL: To qualify at the GS-05 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. Applicants must have one year of specialized experience equivalent to at least the grade 04 level to meet the qualification requirements in the Federal Service. Specialized experience is defined as experience in cartography or in a related field such as photogrammetry or geodesy, where the work required similar knowledge and skills. Examples of qualifying experience include, but are not limited to: Demonstrating a basic understanding of GIS methodology and associated software in order to assist with editing spatial data. Utilizing data collection systems and management of relational geodatabases. Knowledge of SQL, python, VBScript or other programming languages. Communicating technical information orally and in writing to a variety of individuals with different needs, e.g., co-workers, management officials, customers. OR Education: Successful completion of a full 4-year course of study leading to a bachelor's degree that included at least 18 semester hours in courses such as cartography, relevant mathematical and statistical sciences, or related sciences, e.g., physical geography or geodesy. Examples of acceptable courses include cartography, astronomy, geodesy, photogrammetry, oceanography, computer science, land surveying, geophysics, remote sensing, algebra, trigonometry, and calculus. Not more than 9 of the 18 semester hours should have been in mathematics or statistics. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at the grade 05. TRANSCRIPTS are required. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-5 GRADE LEVEL for the technical and medical support positions.

Pay Range
$37,955.00 - $49,338.00
