The primary purpose of this position, Cartographic Technician, GS-1371-09 is to serve as an Installation Geospatial Information Technician and provide current and historic infrastructure information to support planning, operations, and command of, and the design, construction, and deployment of Civil Engineering at and from, an United States Air Force installation.

Major Duties

  • Develop and maintain installation geospatial mapping information.
  • Develop and maintain facility floor plan information.
  • Store, catalog, maintain, and update as-built drawings and operate and maintain print reproduction equipment.
  • Prepare contract documentation for non-recurring maintenance and repair contracts.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-1371, Cartographic Technician Series., SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-07) level or equivalent (grade level, pay schedule, pay band, etc). Specialized experience is described as the knowledge in the basic use of Geographic Information Systems (GIS), and Computer-Aided Drafting and Design (CADD) or other technology capabilities relevant to mapping, drafting, and surveying disciplines; ability to maintain and provide data necessary for architectural, engineering, and management practices including facilities management, environmental management, site plan development, utilities design and maintenance, architectural floor plans, existing conditions mapping, future development plans, readiness, emergency response systems, inventory real property management, and other planning needs. OR EDUCATION SUBSTITUTION: Applicants must have successfully completed two full years of graduate education or a master's degree. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of basic geospatial concepts as they apply to cartography, engineering, and land surveying and industry spatial data standards (e.g. National CAD, SDSFIE, NBIMS, etc.) Knowledge of symbols, terminology, and accepted standards used in engineering drawings; and the equipment, facilities, and systems of civil, mechanical, electrical, and architectural engineering disciplines using architectural/graphic design software to accomplish unusually difficult drafting assignments. Knowledge of geospatial technology. 2. Knowledge of surveying methods, equipment, and techniques in the measurement or determination of distances, elevations, areas, angles, land boundaries, and other features of the earth's surface. 3. Knowledge of construction methods, and civil engineering work area disciplines 4. Basic skills in terrestrial mapping, drafting, or surveying methods and techniques. 5. Skills in GIS, CADD, or surveying software and equipment. Must have AUTOCAD experience. Bently MicroStation experience is a plus. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: Employee may be required to augment the Civil Engineering Snow Removal Team not necessarily performing in their primary skill code. Employee would be trained on safe snow shoveling and snow removal practice and would receive appropriate safety equipment. PHYSICAL EFFORT: Outdoor work requires considerable physical exertion most especially hiking while carrying survey equipment with long periods of standing to operate equipment and record engineering measurements. Surveying conditions may include rough, uneven, or rocky surfaces which in some cases may include elementary climbing conditions or heavy vegetation. Survey work may require physical access to indoor or outdoor industrial complex areas or construction and excavation areas. Physical exertion and safety precautions may be necessary to avoid injury while working around moving parts or machines to include moving parts of equipment or large construction vehicles in these areas. Work may require climbing to heights up to 50' above the ground/floor to access, inspect, and measure the location and conditions of infrastructure. Management of engineering records may require recurring lifting of light and heavier (25-50 lbs.) items such as paper, books, and horizontal or vertical drawing files. Surveying, management of records, and operation of printers, plotters, scanners, and other reproduction equipment requires recurring bending, crouching, stooping, stretching, reaching, or similar activities. The work may require specific, but common, physical characteristics and abilities such as average agility and dexterity. WORKING CONDITIONS: Outdoor and indoor survey work requires personal protection equipment to protect the physical health and safety of the employee, including orange safety vests, a hat, boots, coats, work gloves, sunglasses, sunscreen, rain gear, and insect repellent. Employees may be required to use additional protective clothing or gear to include masks, gowns, goggles, hard hats, or shields. The work will also require the couriering of supplies to include water, first aid kit, traffic cones, and other materials to assure the safety and health of survey teams. Safe operation of light industrial vehicles to include pick-up trucks, all-terrain vehicles, electric service vehicles, personnel transporters or others will likely be required.

Outdoor work also exposes the employee to environmental elements of sun, wind, rain, snow, including hot or cold temperatures for which the employee must be physically prepared and equipped to protect his/her health and safety. Heat stroke, heat exhaustion, dehydration, hypothermia, frostbite, and injuries including abrasions, sprains, fractures, or broken bones, are all potential hazards. Outdoor work requires considerable attention to traffic safety as work requires frequent pedestrian travel across and persistent work within roadways, parking lots, and other areas dedicated for vehicle travel. Employees must be prepared to avoid munitions or material safety hazards, wildlife, and natural events like flash floods, heavy precipitation, high winds, etc.

Despite these requirements, much of the work is performed in the office which may at times be sedentary, require repetitive motion, eye-strain, or other occupational adjustments in activity or ergonomics. Occasional support for contingency operations may not only require overtime work or work on weekends or holidays but also may require adjustments to perform work in alternate work shifts (night-shifts, grave-yard, etc.) to accommodate these work demands.

$58,909.00 - $76,583.00
