Major Duties
This job opportunity is for a Cartographic Technician and is located in the Geography Branch, at the National Processing Center (NPC), U.S. Census Bureau located in Jeffersonville, Indiana. This position is responsible for implementing a wide variety of digitizing, geographic coding, and boundary delineation operations required to evaluate, enumerate, process and publish data for the Census Bureau's varied censuses and surveys. This position is included in the bargaining unit.
The individual selected for this position will:
- Use sophisticated interactive software to update spatial digital databases.
- Prepare documents for scanning and electronic archiving.
- Use sophisticated interactive software, large digital databases, and complex investigative methods to: (1) assign geographic location codes to address information that is often very complicated or conflicting; and (2) research and resolve discrepancies between geographic databases involving referral cases.
- Formulate and issue special instructions for non-routine or complex assignment or clarify published guidelines or procedures for geographic coding or spatial database update operations.
- As part of the branch training staff, be responsible for keeping procedures and training packages current.
Tour of Duty: Monday – Friday, 7:00 a.m. to 3:30 p.m., Alternate Work Schedule is not available.

Qualifications
Specialized Experience: Specialized experience is defined as experience in cartography or in a related field such as photogrammetry or geodesy, where the work required similar knowledge and skills. You qualify for the grade 07 if you possess 52 weeks of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the grade 06. In addition to the specialized experience definition above, applicants must document experience in the review of map source materials ensuring a high degree of accuracy and attention to detail; the use of sophisticated interactive software to update spatial digital databases; exercising judgment to carry out functions such as digitizing, evaluating and organizing data; digitizing map data for all types of topographic, hydrographic, and transportation features shown on a variety ofmap types.You qualify for the grade 08 if you possess 52 weeks of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the grade 07. In addition to the specialized experience definition above, applicants must document experience in providing workstation support to employees; ability toresearch and resolve discrepancies between geographic databases; performing both automated and manual digitizing of legal boundaries; analysis and processing of data in Geographic Information System (GIS) databases; and preparation products for final review or publication using various map source materials.You qualify for the grade 09 if you possess 52 weeks of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the grade 08. In addition to the specialized experience definition above, applicants must document experience in exercising judgment to resolve problems; building digital files that can be manipulated to produce maps of variety of scales, determining which features are significant to justify inclusion, omission, or individual treatment; detecting and resolving differences between erroneous survey results or incomplete or conflicting data; performing manual computations to ensure the accuracy of details of data submitted by survey parties and ensuring the accuracy of information for finalization; and answering questions from and reporting findings to sponsors.Education Substitution: Graduate education or internship meets the specialized experience requirement only in those instances where it is directly related to the work of the position. Grade 07: One full year of graduate education (26 quarters or 18 semester hours) meets the specialized experience requirement. Grade 08: One and one-half years of graduate education (39 quarters or 27 semester hours) meets the specialized experience requirement. Grade-09: Two full years of graduate education (52 quarters or 36 semester hours) or a master's degree meets the specialized experience requirement.
Combination of Education and Experience: Equivalent combinations of successfully completed graduate-level education and experience are qualifying for all grade levels and positionsExperience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., PeaceCorps, AmeriCorps) and other organizations, (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$20.15 - $32.04
