Major Duties

As part of the BLM Oregon State Office, Branch of Engineering, the Civil Engineer provides transportation engineering support and program leadership for the 9 districts located throughout Oregon and Washington (OR/WA). This position serves as the states’ program lead for all activities related to transportation planning, design, and implementation of the FHWA designated transportation systems including roads, bridges, trails, etc. Major responsibilities for this position include:

  • Coordinate with multiple FHWA – WFLHD staff, providing oversight and ensuring implementation of BLM OR/WA’s Federal Lands Transportation Program (FLTP) program of work.
  • Serve as the agency statewide representative for the Federal Lands Access Program in Oregon and Washington.
  • Provide oversight and ensure implementation of BLM OR/WA’s ERFO (Emergency Relief for Federally Owned Roads) projects.
  • Ensure program and technical directives are consistent with governing laws, regulations, and policy. The incumbent also ensures engineering policy, standards and procedures are coordinated with other resource areas to achieve cohesive integrated program delivery.
  • Provide statewide assistance and guidance regarding implementation of road maintenance requirements in both timber sale and public works contracts.

An Engineer in Training (EIT) Certification is required for the GS-11 grade for this position.

A Professional Engineering (PE) license is required for the GS-12 grade for this position.

Physical Demands: Work requires physical ability to spend long hours in the field involving walking, bending, climbing and carrying survey equipment. Work may require extended periods of long hours in the field during inclement weather. Office work may require long periods of intense concentration while working on reports, programs and calculations, etc. Work efforts involve significant amounts of time in both the office and field, sometimes involving overnight travel.

Work Environment: Office work is performed in a typical office setting with no unusual risks. In the field, seasonal weather conditions vary from over 100 degrees F in the summer to below 0 degrees F in the winter. Exposure to inclement weather conditions, and steep or rough terrain, can create hazardous driving and working conditions. Travel to remote sites during the field season is common, sometimes with overnight stays.

Qualifications

Specialized Experience Requirements: In addition to meeting the basic requirement specified under the Education Requirement and the professional registration requirement, you must also meet the following Specialized Experience Requirements:In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. For GS-11: Specialized experience a the GS-09 level should have provided professional knowledge of the theories, principles, practices, and techniques of civil engineering to design buildings, recreation facilities, roads, bridges and natural resource control structures. Examples includepreparing complete contract drawings, specifications and bid documents as required to insure construction compliance with the project design criteria; performing as the designated engineer for coordinating the review of plans and specifications prior to advertising for construction bidding to determine practicality of designs for normal construction methods; working with senior engineers on unusual or difficult construction requirements to ascertain if normal methods will provide the desired end result.

ORSubstitution of education for experience: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, in a related field.

For GS-12: Specialized experience at the GS-11 level should have provided theKnowledge of a wide range of professional civil engineering concepts, principles, standards and practices in order to apply and adapt them to carry out standard and complex engineering projects relating to a wide variety of resources. Examples include: overall design and review, contract administration and acting as the liaison between A & E firms; leads the project layout, including survey, necessary profiles, selection of borrow areas, cross sections when needed, drop structures, etc.; reviews environmental assessments for engineering adequacy and performs field checks to determine adequacy of mitigating measures; prepare reports outlining findings and providing recommendations based on cost benefit ratios, environmental considerations, and sound engineering practices; develops engineering components of work plan submissions for building maintenance and resource management needs and objectives; develop or reviews contract documents, provides contract administration, or works as a mediator to resolve contract problems; represent the office when acting as liaison with local, state and federal agencies on technical matters, project proposals and other engineering issues and concerns.

Pay Range

$66,250.00 - $103,232.00
