Job Summary

Positions are with the U.S. Army Corps of Engineers, St. Paul District, Engineering and Construction Division (E&C). The St. Paul District E&C designs water resource projects to benefit the people of Minnesota, western Wisconsin, northeastern North Dakota, portions of South Dakota and Iowa, and the nation. These projects support inland navigation, flood risk management, and environmental restoration. E&C also provides emergency response to disasters.

Major Duties

  • Performs professional engineering work with primary responsibility for planning, coordinating, preparing, and reviewing civil engineering and site layout designs, drawings, and technical specifications for projects such as:
  • (1) Flood risk management projects with features such as drop structures, spillways and outlet works, floodwalls, levees, channels, interior drainage systems, water and sanitary sewer systems, gatewells, and pumping stations.
  • (2) Navigation projects such as locks and dams, channel and harbor dredging, revetments, channel rectification, and bank protection.
  • (3) Recreation projects such as roadways, parking areas, drainage systems, water and sanitary systems, area lighting, and small boat harbors at facilities on river and reservoir sites.
  • (4) Ecosystem restoration projects.
  • (5) Military projects and special assignments from other Districts and other Government agencies.

Qualifications

US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Please review: Basic Requirements for all Professional Engineering Positions Specialized Experience: GS11: I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes collecting and interpreting field data for use in civil engineering design and investigations; assisting with civil/site analysis and design for flood risk management, navigation, recreation and/or ecosystem restoration/enhancement projects; and utilizing CAD systems to develop civil designs, drawings and quantities. GS12: I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes experience conducting independent civil site design, analysis, inspection and management of products such as flood risk management (floodwalls, levees, channels), navigation (locks and dams, channel dredging, revetments, and bank protection), recreation and ecosystem restoration/enhancement. Additionally, experience utilizing CAD systems and 3D modeling software to develop civil designs, plan views, cross sections, details, drawings sets and quantity calculations. Education in lieu of specialized experience: GS11: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as electrical engineering. OR Specialized experience as described above, but less than one year; and at least two years of graduate education as described above, but less than the required three years. (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
