Job Summary

The primary purpose of this position is to serve as a senior professional civil engineer, performing design duties in support of a military installation. Member of a design team of engineers, architects, and technicians with a variety of disciplines responsible for large and complex projects some of which are multi-phased.

Major Duties

  • Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
  • Performs planning, evaluates and recommends programs and development plans for substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities.
  • Serves as a consulting engineering consultant on all aspects of assigned projects.
  • Coordinates projects with engineers in other disciplines or with architects. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.
  • In conjunction with the primary duty of engineering design, on a less frequent basis performs work in the construction management, programming/base development, and/or operations and maintenance (O and M) functions.
  • Works with organizational managers, budgeting personnel and higher engineering authority in developing and gaining approval for proposed facility programs/projects.

Qualifications

In order to qualify, applicants must meet the Specialized Experience in conjunction with the Basic Qualification Requirement below. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of a broad range of civil engineering concepts, principles, and practices and extensive familiarity with other engineering disciplines and architecture. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; knowledge of standard contracting regulations, practices, and procedures; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; knowledge of environmental principles, practices, procedures, laws, regulations, and current legislative issues. NOTE: You must submit a copy of your college transcripts AND BASIC QUALIFICATION REQUIREMENT: Must meet one of the following qualification requirements. NOTE: You must submit a copy of your college transcripts. Failure to provide the appropriate documentation will result in an ineligible rating. If selected, you will be required to provide an original/official copy of your documentation before entering on duty. A. Degree: Have a Bachelor's Degree in professional engineering from a curriculum (1) in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineer curriculum; or (2) include differential and integral calculus and courses (beyond first-year physics and chemistry) in five of the following seven areas of engineering science or physics; (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Education/Experience: Have a combination of education and experience--college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences, and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional Registration. Have current registration as a professional engineer. 2. Written Test. Have evidence of successfully passing the written test required for professional registration or have successfully passed the Engineer-in-Training (EIT) examination and have completed all the requirements for either (a) a Bachelor's Degree in Engineering Technology (BET) from an accredited college or university that included 60 semester or 90 quarter hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by ABET. 3. Specified Academic Courses. Have successfully completed at least 60 semester or 90 quarter hours of courses in the Physical, Mathematical, and Engineering sciences and in Engineering that included the courses specified in "A" above. 4. Related Curriculum. Have successfully completed a curriculum leading to a Bachelor's Degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) and have 1 year of professional engineering experience under the guidance and supervision of a professional engineer. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. If you are using a related curriculum to qualify, failure to submit the following documentation will result in you being rated ineligible. You must submit a legible copy of your training plan, performance appraisal and/or a letter from your Professional Engineer Supervisor. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of a broad range of civil engineering concepts, principles, and practices and extensive familiarity with other engineering disciplines and architecture.

2. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations.

3. Knowledge of standard contracting regulations, practices, and procedures.

4. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions.

5. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.

6. Knowledge of program planning and budgeting cycles, financial control and budget systems, and management.

7. Knowledge of environmental principles, practices, procedures, laws, regulations, and current legislative issues.

8. Knowledge of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.

9. Ability to plan, conduct, and record site/facility surveys and inspections.

10. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.

11. Ability to plan and organize work and coordinate the work of other engineering disciplines and architects.

12. Ability to communicate effectively both orally and in writing and maintain good working relations.

Pay Range

$76,721.00 - $99,741.00
