Job Summary
You will serve as a CIVIL ENGINEER in the Business Directorate, Capital Improvements (CI), Engineering and Design department of NAVAL FAC ENGINEERING CMD WASH located in Anapolis MD.
Major Duties
- You will develop or conduct development of complete working drawing and specifications for design bid build.
- You will provide design support prior to construction award and provide the successful management of any and all post-award aspects of construction projects.
- You will exercise such field supervision as is necessary to insure that the construction program is carried to successful conclusion.
- You will coordinate with other technical disciplines to insure that all technical areas are covered and that total building design objectives and schedules are met.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: One year of specialized experience equivalent to the GS-12 grade level in the Federal Service performing duties such as: 1) Leading the production of construction document (plans & specifications) for large and/or highly complex buildings (i.e., multi-story office buildings, training facilities, multi-purpose buildings, aircraft hangars, medical facilities maintenance shops, food service facilities, and/or large housing projects), including civil engineering design (site grading, storm water management & erosion control) drawings, plans, specifications, and design-build requests for proposal. 2) Reviewing facilities construction submittals for conformance to the requirements of civil engineering contract drawings / specifications as well as requirements for state / local regulatory agencies. 3) Resolving civil engineering construction and design issues encountered during the performance of facilities contracts. 4) Acting as discipline specific (civil engineering) mentor to junior civil engineering staff within the agency by whom you have been employed. 5) Applying knowledge of DOD or other federal contracting regulations and procedures in the procurement of Architecture-Engineering (A-E) and/or construction services; and 6) Preparing government or other related estimates for A-E and/or construction contracts, including assessing work of engineering disciplines. This is a Non-Critical Sensitive position requiring a Secret security clearance. Work is performed primarily in an office setting. Travel to CONUS and OCONUS activities for assigned projects is required. There are occasional factory visits, and exposures to conditions in buildings and facilities that are under construction. Travel under demanding conditions in support of military operations is also occasionally required. Percentage of travel is 15% This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. The employee is expected to work with a team or in support of independent actions by process team leaders, lending his/her experience and expertise in the effort to improve CI processes. Employee will proactively pursue completion of training required by the CI Community Management Plan and the employee's Individual Development Plan (IDP). Participating, as requested, in FEC- sponsored Design Assist Visits (DAV's). Incumbent must file an annual Financial Disclosure Statement, OGE Form 450. This position is eligible for telework. Employee may be required to work overtime. Overtime may be required but not guaranteed on a regular basis.
Pay Range
$102,663.00 - $133,465.00
