Job Summary
This employee supports USDA Forest Service Pacific Southwest Research Station facilities. This employee will plan, implement, and coordinate a wide and diverse range of engineering activities related to design, construction, operations, safety and maintenance. Major Duties
- Plans detailed goals and objectives, timelines, and multi-phases for complex facility projects, and creates solutions and modifications using innovative approaches
- Develops cost estimates and statements of work for the contract package to obtain adequate project funding or to facilitate bid evaluation in award of contract projects.
- Prepares and examines engineering evaluations and facility condition surveys in order to establish programs of work across a full range of planning, designing, and construction.
- Prepares correspondence and communication to a range of audiences including technical reports and briefing papers, cost estimates, fact sheets, and schedules.
- Applies innovative approaches to resolve situations where critical conflicts occur between engineering laws, regulations and codes and project requirements.
- Performs investigations, inspections, engineering reports, reviews, designs, and contract specifications for engineering projects.
- Provides advice and counsel in the development of and coordination for large and complex facility projects within a number of geographic locations.

- Serves as the Contracting Officer?s Representative (COR) on contracts.
- Leads or participates in regular periodic safety and environmental inspections of all buildings, facilities, shop operations and utility services
- Recommends repairs or modifications necessary to address safety and environmental problems or issues.
- Provides technical and administrative supervision to subordinate engineering technicians.

Provide university course descriptions as necessary. Basic Educational Requirement for 0810 (Civil Engineer) Job Series: Degree in Engineering. Program must: (1) be from a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience including college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) theoretical and practical understanding of the engineering sciences and techniques and their applications to one of the branches of engineering as demonstrated by one of the following: Professional registration/licensure - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
Written Test - Passed the Fundamentals of Engineering (FE) examination, or a written test required for professional registration by an engineering licensure board.
Specified academic courses - Completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in the degree requirements.
Related curriculum - Completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, and at least 1 year of professional engineering experience acquired under professional engineering supervision. Specialized Experience Requirement for GS-12:
At least one year of specialized experience at the GS-11 level. To qualify at this level, your experience must include all of the following and be clearly documented in your resume. --Plan for and conduct engineering input into technical phases of pre-bid and preconstruction meetings to clarify contract intent, scope, coverage, and complexities. Observe and investigate construction at all stages to identify problems, take timely action to change designs within delegated authority, or recommend changes to solve problems. --Supervise inspection of construction operations for compliance with design and specifications; interprets plans
and specifications; and confers with contractor representatives to resolve differences of opinion. --Determine acceptability of equipment used, manner of performance and rate of work progress, and acceptable fulfillment of the technical phases of the contract. Interpret safety and sanitary regulations, promotes overall safe working conditions, and assures that safe practices are followed during the construction projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$83,615.00 - $108,705.00
