Major Duties

  • Review and evaluate quantities calculations, contractor submittals, and shop drawings for contractor performance requirements
  • Prepare and review documentation for detailed designs and analysis for civil engineering projects
  • Utilize AutoCAD and other engineering software to prepare designs
  • Complete detailed analysis and prepare civil engineering designs at Grand Coulee Dam and associated facilities
  • Coordinate with others to ensure all necessary technical issues are properly addressed for assigned work involving design data collection, field investigations, design layouts, design reports, construction specifications, analysis, and/or detailed engineering drawings
  • Prepare and conduct detailed technical oral presentations to clients and management for engineering studies and designs.

Qualifications

Basic Education Requirements:Applicants must first meet the Basic Education Qualification Requirements listed below:

A.Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one or more program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus AND courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B.Combination of education AND experience: - college level education, training AND/OR technical experience that furnished: (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, AND (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico;

Written test -- evidence of having successfully passed the Fundamentals of Engineering (FE) exam or the written test required for professional registration;

Specified academic courses -- successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or

Related curriculum -- successful completion of curriculum leading to a bachelor's degree in an appropriate scientific field, e.g. engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Specialized Experience Requirements:In addition to the basic education requirement, in order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the specialized experience requirement – this information must be included in the resume.

To qualify at the GS-07 level, applicants must possess one year of specialized experience equivalent to at least the GS-05 in Federal service. Specialized experience at this level is defined asexperiencethrough formal training of civil engineering concepts, principles, and practices and/or experience participating in engineering projects with senior level review.

1 year of graduate-level education directly related to the position

OR

Superior academic achievement in a course of study directly related to the position

To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to at least the GS-07 in Federal service. Specialized experience at this level is defined as experienceindependently applying professional level engineering to engineering inspections, O&M, design, and construction on civil related projects.

OR

2 years of progressively higher-level graduate education leading to a master’s degree or master’s or equivalent graduate degree directly related to the position.

To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to at least the GS-09 in Federal service. Specialized experience at this level is defined as experience preparing designs, analysis, layouts, and preparing construction documents for one or more of the following: building facilities, roadways, concrete dams, water treatment plans, pipelines, pumping plants, canals, or dams.

OR

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.Dor equivalent doctoral degree in a course of study directly related to the position.

The Superior Academic Achievement provision applies to undergraduate records only. It is based on (1) class standing, (2) grade point average, or (3) honor society membership. The applicant must supply documentation (i.e. transcripts, certificates) to verify. 1. Class Standing: Applicant must be in the upper third of their graduating class in the college or university. 2. Grade point average: 3.0 or higher out of a possible 4.0 as recorded on official transcript. 3. Election to membership in a national scholastic honor society (listed in the Association of College Honor Societies).

Additional Experience and Training Provisions for Graduates of Engineering Programs: Superior academic achievement at the baccalaureate level in an engineering program is qualifying for GS-7.

A combination of superior academic achievement and 1 year of appropriate professional experience is qualifying at GS-9.

Applicants with an engineering bachelor’s degree who have appropriate experience as a technician equivalent to grade GS-5 or higher may have such experience credited for grade GS-7 only on a month-for-month basis up to a maximum of 12 months.

Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor’s degree in engineering is qualifying at GS-7. Completion of such a program and 1 year of appropriate professional experience is qualifying at grade GS-9. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience.

If selected, the selectee will be required to provide official college transcripts to verify educational qualifications. An official transcript bears the University Seal and a signature certifying its authenticity and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

$62,161.00 - $103,044.00
