Job Summary

This position is located in George Washington Memorial Parkway, in the Division of Lands, Planning and Design. The incumbent of this position will serve as a specialist for more than one site within the park to provide professional engineering advice and guidance on the planning, designing, constructing, expansion, rehabilitation and/or re-purposing of existing and/or new structures and facilities.

Major Duties

  • Identifies, researches, plans and manages the treatment, preservation, and maintenance of buildings, roads, bridges, and trails.
  • Applies provisions of International Building Code, National Environmental Protection Act (NEPA) Architectural Barriers Act Accessibility Standard (ABAAS), and agency guidelines to preservation, maintenance, and treatment of historic buildings.
  • Plans, designs, oversees, and monitors construction and engineering contracts in accordance with International Building Code.
  • Plans, designs, and manages construction and engineering projects.
  • Serves as Contracting Officer's Representative (COR).
  • Represents the organization on engineering matters.
  • Prepares written documents on engineering matters.
  • Represents the division Chief when working with others on engineering matters.
  • Provides direct professional and programmatic advice to support office, other engineers and architects, and parks.
  • Develops work plans and schedules, scopes of work, estimates, proposals, and justifications for funding requests.
  • Develops long range plans for inventory and maintenance of buildings, roads, structures, and utilities.
  • Prepares and maintains list of utility inventory.




Qualifications

All qualifications must be met by the closing date of this announcement-04/03/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. To qualify for this position at the GS-12 grade level, you must possess one of the following Basic qualifications by close of the announcement: A. Successfully completed a full 4-year professional engineering curriculum, leading to a bachelor's or higher degree in engineering from an accredited college or university that has an engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET). B. Successfully completed a full 4-year professional engineering curriculum leading to a bachelor's or higher degree in engineering. The curriculum included differential and integral calculus and courses in five of the following seven areas of engineering science or physics (more advanced than first-year physics and chemistry): (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. C. Successfully passed the Engineer-in-Training (EIT) examination AND completed of all of the requirements for a bachelor's degree in engineering technology (BET) that included 60 semester hours of courses in the physical, mathematical, and engineering sciences as listed above. D. A registered Professional Engineer in a state in the U.S., the District of Columbia, Guam, or Puerto Rico. My registration is based on passing a written examination given by the State Board. E. Completed at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included courses as described in B above, and are acceptable toward a degree in professional engineering. F. Combination of education and experience. Successfully completed a 4-year curriculum leading to a bachelor's degree in engineering technology or in a related scientific curriculum such as physics, chemistry, architecture, computer science, mathematics, hydrology, or geology. Additionally, my work experience includes one or more years of professional engineering experience acquired under professional engineering supervision and guidance. In addition to the Basic Requirements you must also meet the following Minimum Qualifications by the closing date of the announcement. Experience: One year of specialized experience equivalent to at least the GS-11 level in the Federal service. Specialized experience includes but is not limited to the following: Professional experience working with reference standards, policies, principles, and regulations; serving as an expert engineer in the design construction and renovation of projects; applying civil engineering theories, concepts, principles standards and methods applicable to projects; evaluating and analyzing data, development concepts, recommending solutions to problems related to highly visible and design issues; planning and monitoring projects to ensure compliance with practices, standards, and specifications; identifying project requirements (for example, scope, time, cost and quality); communicating technical information orally and in writing. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

$86,335.00 - $112,240.00
