Job Summary

This position is located in the State Office, USDA Rural Development. The incumbent performs assignments requiring professional experience/technical competence in civil engineering activities, procedures, principles, techniques, evaluations. The purpose is to provide advisory/technical services in the engineering, planning and design process and engineering, environmental and architectural management services for projects financed by Rural Development programs. .

Major Duties

  • Advises and consults with private groups, public bodies and state and/or Federal agencies on civil engineering aspects of projects financed by RD loan and grant programs.
  • Provides guidance for project eligibility/priority. Reviews planning documents/Preliminary Engineering Reports (PER)/Preliminary Architectural Reports (PAR) and completed analyses/recommendations about the technical merit of applications for funding.
  • Reviews/concurs with Agreements for Engineering Services and Agreements for Architectural Services, construction project preliminary plans, drawings, designs, specifications and cost estimates
  • for all major construction projects financed by RD loan programs such as community water supply, waste disposal systems and essential community facilities.
  • Assists staff in any technical or construction-related matters. Trains consulting engineers and architects on RD policies and requirements.
  • Works with staff, applicant and consultants on the suitability of proposed PERs and other documents for application for funding/projects approval.
  • Advises and gives training to RD employees on civil, environmental and related engineering and architectural phases of the Community Programs activity.
  • Prepares State Office procedures for use by staff to carry out engineering and related program activities.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-12: 1 year of specialized experience equivalent to the GS-11 grade level in the Federal Service. Specialized experience may be earned as a general, civil, agricultural, environmental, or mechanical engineer. Examples of specialized experience include but is not limited to: preparing and reviewing preliminary engineering reports with analysis of design options and detailed costs estimate for water and sewer projects; reviewing detailed project plans, and specifications; participation in construction bidding process, analysis of bid proposals, and reviews of construction contracts documents; field knowledge of construction methods, sequence of construction, construction inspection and problem resolution; and knowledge and analysis of water distribution systems.

Pay Range

$76,721.00 - $99,741.00
