This position is located on the White Mountain National Forest, Public Services Team in Campton, New Hampshire. The primary purpose of this position is to perform a variety of duties requiring professional civil engineering expertise on transportation projects. Major Duties
- Provide professional engineering input into the interdisciplinary planning process for natural resource development activities.
- Develop and modify civil engineering plans and specifications for new construction or to improve components of new construction.
- Evaluate design objectives and identify economic and efficient procedures.
- Coordinate design development with other engineers to ensure all technical areas are covered.
- Prepare or supervise preparation of special design specifications, cost estimates, and complete design package.
- Prepare or review special reports regarding new or improved engineering construction.
- Coordinate with other specialists to prepare or review Environmental Analyses, Environmental Impact Statements for engineering projects.
- Plan transportation systems on large areas of land using aerial photographs, topographic maps, knowledge of soil mechanics and on the ground assessment.
- Analyze existing routes for suitability of various road or trail management alternatives.
- Review on-the-ground feasibility layout of transportation planning and reviews and certifies adequacy of all road locations made.
- Review proposed construction changes and modifications, and recommend major changes to superior to ensure safety of all users.
- Supervises inspections of road construction work through periodical personal inspections to ensure all are maintained to the original standard of construction and safety, health, and requlatory requirements are met.
- Interpret Agency policy and contracts for contractors and resolve problems relating to plans, specifications, materials, reports, etc.
- Review plans and specifications to determine construction practicability and recommend modifications to improve utility,. quality and appearance.
- Serve as Engineering Representative (ER) or Contracting Officer?s Representative (COR) providing technical advice, recommendations, and suitable alternatives to Contracting Officer and Forest Officials.
- Participate in pre-construction meetings to resolve construction problems that may be of unusual difficulty or complexity.
- Oversee the development of project plans and specifications prior to contract advertisement.
- Authorizes changes that do not modify the designers intent and do not result in contract time or cost changes.
- Work closely with Contracting Officer to obtain authorization for changes to contract requirements.
- Develop programs for maintenance of facilities with responsibility for a broad range of actions, including determining work requirements, program or project development, budget approval, design and accomplishment of repairs and modifications.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as one or more of the following: Monitored day-to-day performance of an engineering contract by reviewing drawings for accuracy and adequacy, and evaluated requests for routine design deviations; prepared civil engineering design criteria for smaller or less complex projects, including portions of structures such as bridges, retained walls, or structural pavement sections; planned and conducted engineering projects according to clear and specified objectives such as developed technical data on materials, sizes, dimensions, and quantities and costs of materials to be incorporated in formal specifications; and/or performed routine engineering safety related assessments, such as compliance with existing Federal and State laws, and organization safety regulations. OR 3 years of progressively higher level graduate education leading to a Ph.D. degree, or have received a Ph.D. degree, or equivalent doctoral degree (coursework directly related to position being filled). OR a combination of graduate-level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a PhD) and specialized experience equivalent to the GS-09 level directly related to this position that together meets the qualification requirements for this position.. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
