Job Summary

This position is located with the Bureau of Indian Affairs, Rocky Mountain Region in Billings, Montana. The Rocky Mountain Region provides services to 8 tribes in Montana and Wyoming encompassing a trust surface land base of about 6,456,000 acres. There are about 74,677 enrolled tribal members within the Region. The Regional Office is located in southeastern Montana in the city of Billings. MajorDuties

  • Monitor and review design work, plans and specifications.
  • Prepare and/or review specifications and technical requirements for Architectural and Engineering (AE) contracts.
  • Assure the timely completion or obtaining of all required pre-construction items to ensure project complies with National Environmental Policy Act (NEPA)
  • Make field trips to facilitate design and collection of needed information to complete design.
  • Serve as project engineer to assure that field surveys are complete and correct, including location of utility and rights-of-way boundaries.
  • Participate in design review conferences with project designers as requested.

Qualifications

QUALIFICATIONS:In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-0810, Professional and ScientificSeries. Please click here for more information. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing engineering design services, construction support, and technical assistance in the development of highway improvement projects (e.g., developing Plans, Specifications & Estimates (PS&E) packages and layout drawings for projects involving interstate, primary, urban, or Federal Lands' roads and highways; reviewing contractor submittals; resolving construction issues; or addressing exceptions to design standards). Experience using highway-design software programs, including Computer-Aided Design (CADD) software and engineer's estimating software. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

Pay Range

$74,596.00 - $96,978.00
