Job Summary

This position is located in the Office of Infrastructure, Office of Preconstruction, Construction, and Pavements – Construction Management Team.This office is responsible for developing strategic direction/goals for the agency and provides engineering policies and procedures, technical guidance and program assistance, and leading the development and deployment of innovative technology for the design, construction and rehabilitation of highways to improve transportation system quality.

Major Duties

As a Civil Engineer (Highway), you will:

  • Provides technical knowledge or expertise in conducting quality assurance studies, reviews, and investigations, and develop logical and documented recommendations for compliance of products or improvement to processes and/or construction methods.
  • Provide policy and program interpretation to State and local departments of transportation for improving their construction quality management (CQM) programs that involve all aspects of construction and development of national policy and procedures to ensure high standards of quality are maintained in construction of highways in the Federal-aid program.
  • Develop and implement effective guidance, policies, and procedures for construction quality control and quality assurance systems, construction contract administration and contract file systems, construction methods and practices, construction inspection and records, traffic control maintenance and project safety.
  • Provides technical advice to the highway community as to the proper application of research findings, of new or improved construction practices.
  • Document projects in detailed work plans that include objective, scope, methodology and required technical and financial resources.
  • Serve as FHWA liaison to technical committees, speak at conferences and meetings, conduct workshops and peer exchanges, and serve as the Contracting Officer’s Representative (COR) on selected contracts and maintains responsibilities for all administrative and technical actions required in this capacity.

The ideal candidate is a professional in the Civil Engineer field with highway construction experience.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements. To qualify on for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience providing technical guidance for a national highway construction program in the areas of quality, management and innovation. Experience interpreting construction methods and practices. To qualify on for the GS-14 on Experience, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in applying theories, concepts and principles practiced in the science of professional civil engineering and in the broad area of highway construction. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Pay Range

$99,172.00 - $152,352.00
