Job Summary
This position is located in the Federal Highway Administration (FHWA) Office of Safety Technologies, Office of Safety. You will serve as a technical expert within the Safety Design Team, which includes providing leadership in support of advancing FHWA's roadway departure and roadside design programs. You will provide leadership in developing, implementing, managing, and promoting initiatives and projects focused on roadside safety design and roadway departure.
Major Duties
The Civil Engineer (Highway):
- Provides leadership, policy and technical direction with developing and implementing roadway departure and roadside design safety.
- Provides technical direction and reviews the crash testing and engineering analysis of roadside safety hardware in accordance with the American Association of State Highway and Transportation Officials (AASHTO) Manual for Assessing Safety Hardware.
- Provides leadership in developing, implementing, managing, and promoting initiatives focused on advancing roadway departure and roadside design safety effectively into the national highway program.
- Enhances FHWA's stewardship of roadside design safety.
- Develops and maintains professional networks and relationships necessary to coordinate, and partner with FHWA headquarter offices, the FHWA Field Offices, the FHWA Technical Services Team, the American Association of State Highway and Transportation Officials, State and local agencies, professional organizations, academia, non-governmental organizations, and other Federal agencies.
- Serves as the Contract Officer's Representative (COR) responsible for developing and advancing contracts to support the development and delivery of program initiatives.
- Provides technical direction and assistance to working groups, committees and initiatives to advance regional, national, regional and international (both in-person and virtual) meetings, workshops, and conferences.
- Develops and advances a multi-year program of activities in support of achieving the goals of the roadway departure and roadside design programs.
- Supports other Office of Safety high-priority initiatives such as pedestrian safety and Every Day Counts.
The ideal candidate for this position will have experience providing leadership in support of advancing FHWA’s roadway departure and roadside design safety programs as well as knowledge of roadside design principles in accordance with the American Association of State Highway and Transportation Officials (AASHTO) Roadside Design Guide and the crash testing and engineering analysis of roadside safety hardware in accordance with AASHTO’s Manual for Assessing Highway Safety Hardware (MASH).
Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience in coordinating with Federal, State, or local agencies in the development and implementation of guidance, policies, and practices to improve and implement highway safety programs.
Experience applying engineering principles and practices as they relate to highway improvement projects. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in coordinating with Federal, State, or local agencies in the development and implementation of guidance, policies, and practices to improve and implement highway safety programs.
Experience identifying, evaluating, analyzing, addressing, and/or solving transportation related (e.g. highway) safety issues.
Experience applying engineering principles and practices as they relate to highway improvement projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range
$102,663.00 - $157,709.00
