Job Summary

You will serve as a Senior Highway Engineer (Environmental Program) under the general policy direction of the Programs and Project Development (PPD) Team Leader in the Hawaii Division Office of the Federal Highway Administration.

Major Duties

The Civil Engineer (Highway/Environmental):

  • Serves as the senior specialist in engineering and environmental matters and assist’s the Division’s Transportation Engineers in the processing of environmental documents to ensure social economic, and environmental factors are considered during the development of Environmental Impact Statements (EISs), Environmental Assessments (EAs), Findings of No Significant Impact (FONSIs), Environmental Class of Action Determinations (ECADs), Categorical Exclusions (CEs), and Section 4(f) Evaluations.
  • For projects designated as full oversight, reviews plans, specifications, and estimates (PS&E) for appropriate application of design standards and criteria, conformance with policy and regulations, eligibility for Federal participation, traffic safety features, reasonableness of estimated unit prices, fulfillment of requirements from the transportation planning and NEPA process, and proper standard and special specifications and contract provisions.
  • Monitors highway and other infrastructure improvements to determine if they are constructed to a desired quality and whether Federal-aid construction funds are being expended in a manner consistent with applicable Federal laws and regulations.
  • Represents the Division Office and FHWA in dealings with Federal, State, local and other agency officials, as well as consultants, contractor representatives and the public.
  • Advises on problems and deficiencies, prepares reports and analysis, coordinates corrective actions, reviews and evaluates practices, and shares innovative practices, procedures and technologies.
  • Recommends or approves as delegated, reimbursement to the State and acceptance of projects upon correction of deficiencies and completion of project(s).
  • Attends public hearings and meetings to ensure compliance with FHWA recommendations.
  • Serves as the Division and FHWA focal point for particular assigned disciplines (e.g. NEPA, Council on Environmental Quality Regulations, and other environmental laws, regulations, and directives, emergency relief, etc.) and provides advice to co-workers on complex issues.
  • Participates on special committees or ad hoc groups (e.g. value engineering studies, corridor studies, special technical committees).

The ideal candidate is a mid-career engineer with experience monitoring State wide Federally funded highway programs or managing the delivery of a program of highway projects from initial scoping through construction support and maintenance; and experience conveying ideas and concepts in meetings and discussions, and in writing.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the specialized experience requirements.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience in transportation project design, development or construction of highway, bridge, or other highway transportation projects (such as those involving socio-economic or environmental considerations, project location, multiple use of highway rights-of-way, high traffic volumes, major intersections, or others); AND

Experience representing the organization with partners and stakeholders to provide advice, consultation, or project oversight.

Experience applying environmental standards, methods, and practices to assure full implementation of the National Environmental Policy Act (NEPA) and other environmental laws, regulations or policy (such as Section 4(f) of the DOT Act, Section 106 of the National Historic Preservation Act, laws concerning archeology, endangered species, noise impacts, project level Air Quality conformity determinations, or Executive Orders). For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$91,242.00 - $118,612.00
