Job Summary

This position is located with the Bureau of Indian Affairs, Navajo Region in Gallup, New Mexico. The incumbent will serve as the NRO's Safety of Dams Officer. The Engineer is responsible in planning, managing, and providing program oversight and guidance to Navajo Regional Office (NRO) Safety of Dams activities on by coordinating with the Navajo Nation, the BIA , and other interested parties to accomplish the work.

Major Duties

  • Provide project management on the engineering projects, reviewing project cost and schedule and ensuring project stay within baseline.
  • Provide engineering support on dam system including maintenance, operation, construction, and construction management, providing expert interpretation on design and construction, cost estimates.
  • Serve as the Awarding Official Technical Representative for P.L. 93-638 contracts with Navajo Nation providing technical assistance on contract and work. Employee will monitor contract and negotiate contracts renewal and modifications.
  • Review technical complexity of Irrigation Project and ensure compliance with federal and tribal regulatory, such as National Environmental Policy Act, right-of-way, 401 and 404 permits.
  • Provide short and long-term plans for projects, budgets and prepares annual work plans and reports to supervisor.

Qualifications

Basic Requirement:

Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration, Written Test, Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A, or Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS:

For GS-13: Meet the Basic Requirement and at least one (1) year of specialized experience equivalent to GS-12 in the Federal service. Specialized experience: in the field of professional civil engineering involving dam safety, dam design, construction, operations, maintenance, and rehabilitation to assist in the resolution of the diverse day-to-day issues. Experience in providing technical and financial advice regarding construction, repair and maintenance of dams and dam safety issues. Provide authoritative advice and alternatives for decision making within established Federal policies, guidelines, instructions, and Executive Orders. Selective Placement Factor: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. The incumbent must possess and maintain a registration or license as a Professional Engineer (PE) that is accepted and has reciprocity throughout the States, in order to provide designs that safeguard life, health, and property. MUST PROVIDE A COPY. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

Pay Range

$91,805.00 - $119,350.00
