Job Summary

This position is being filled under the Direct Hiring Authority (DHA) for Certain Competitive Service Positions in accordance with P.L. 115-232 National Defense Authorization Act (NDAA) FY2019, Sec 11015 USC Section 9905.

Major Duties

  • Develops design details of structural features for complicated military projects such as hospitals, family housing units, shops, chapels, water tanks, culverts, headwalls, and sewer and water plants.
  • Prepares plans, specifications, and modifications of military works projects.
  • Determines requirements and coordinates project support from District elements, outside agencies and Architect-Engineer (AE) firms.
  • Develops and provides input to the Review Plan, Project Management Plan, and Quality Control Plan.
  • Makes on-site visits for inspections of proposed construction sites to determine solutions for potential or actual problem areas.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. In addition to meeting the basic requirement below under Education, to qualify for this position you must also meet the qualification requirements listed below for each grade: For GS-11: Specialized Experience: One year of specialized experience which includes applying structural engineering principles and theories in developing structural design plans and specifications for building facility construction, new and rehabilitation projects; developing structural design computations and analyses utilizing computer modeling software; assessing structural conditions of buildings and recommending corrective action; evaluating designs submitted by others; reviewing structural design submittals for conformance with contract plans and specifications; have a good understanding of structural engineering design standards, codes, and practices to meet project and customer needs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Civil Engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For GS-12: Specialized Experience: One year of specialized experience which includes applying advanced structural engineering principles and theories to independently develop structural design plans and specifications for building facility construction, new and rehabilitation projects; developing structural design computations and advanced analyses utilizing computer modeling software; assessing structural conditions of structures and recommending corrective action; evaluating designs submitted by others; reviewing structural design submittals for conformance with contract plans and specifications; have a good understanding of structural engineering design standards, codes, and practices to meet project and customer needs. Leading a multidisciplinary project design teams in the development of plans, specifications, and studies for engineering projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Pay Range

$70,987.00 - $110,614.00
