Job Summary
You will serve as the Division Bridge Engineer in a Federal Highway Administration (FHWA) Division office. You will be responsible for managing and promoting the Federal highway programs applicable to bridges and other structures within the State or, as a shared resource, in multiple states.
Major Duties
As a Civil Engineer (Structural), you will:
- Represent the Division at meetings and discussions of bridge, tunnel, and other structures related policy and program matters and addresses/responds to correspondence relating to same.
- Administer FHWA structural inspection program(s) (e.g., National Bridge Inspection Program (NBIP) and National Tunnel Inspection Program (NTIP)). Provide oversight of State compliance with the National Bridge Inspection Standards (NBIS) and National Tunnel Inspection Standards (NTIS) and recommends improvements.
- Maintain and conduct a Risk Based Stewardship and Oversight Program for bridges, tunnels, and structures under design and construction and ensures that there is full coordination with responsible Division staff and State representatives.
- Understand the relationship between asset management requirements and bridge condition performance management requirements in the statute and regulations and how they work together.
The ideal candidate for this position is a seasoned mid-career structural engineer with experience in bridge design, bridge safety inspection (NBIS/NTIS), and bridge program management.
Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the education and specialized experience requirements for the grade at which you are requesting consideration.
To qualify for the GS-12, you must have at least one year of experience equal or equivalent to the GS-11, it must include: Experience providing technical assistance on Federal-aid programs applicable to bridges, tunnels, hydraulics, geotech, and/or other structures.
Experience with developing and/or evaluating structural safety considerations and bridge and tunnel inspection principles and techniques to manage structural inspection program(s) (e.g., National Bridge Inspection Program and National Tunnel Inspection Program) within the State.
Experience utilizing asset management principles, tools and systems for assembling network level data, estimating future conditions and needs, establishing funding levels, and implementing cost effective resource allocation policies for project selection of bridges, tunnels, and other structures. To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience providing program stewardship and oversight on Federal-aid programs applicable to bridges, tunnels, hydraulics, geotech, and other structures related processes.
Experience identifying and analyzing structural safety considerations and bridge and tunnel inspection principles and techniques to manage and administer structural inspection program(s) (e.g., National Bridge Inspection Program and National Tunnel Inspection Program) within the State.
Experience utilizing and administering asset management principles, tools and systems for assembling network level data, estimating future conditions and needs, establishing funding levels, and implementing cost effective resource allocation policies for project selection of bridges, tunnels, and other structures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range
$74,596.00 - $115,313.00
