Job Summary
The Pavement & Materials/Asset Management Engineer serves as the senior advisor to the Division in all aspects of pavement and materials and on asset management strategies and is the technical expert/resource. Also serves as a technical expert to state and local agencies.
Major Duties
As a Civil Engineer (Transportation), you will:
- Serve as the Division’s technical expert/resource for all phases of pavement engineering. Provide technical and management direction to State, Division, and others in all areas related to pavement performance including pavement management, pavement design, construction, and rehabilitation.
- Monitor and promote new technology in all areas to improve pavement performance. Maintain knowledge of national and other states’ practices and activities to enhance information sharing.
- Provide information and guidance in the interpretation, application, and implementation of Federal laws and regulations relating to pavement, materials, or other areas of the Federal-aid program.
- Represent the Federal Highway Administration at meetings and task forces/committees with the Wisconsin Department of Transportation and other agency and industry officials to answer questions, provide guidance, develop policy, and assist in resolving complex problems.
- Promote system performance optimization, including quality management initiatives, transportation system preservation, accelerated construction, work force development, and continuous quality improvement.
The ideal candidate for this position is a seasoned mid-career engineering professional with diverse experience in pavements & materials and asset management, and transportation performance management.
Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.
To qualify on for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include: Experience in highway engineering work relative to pavements & materials and/or experience participating in an asset management approach or program AND
Experience in consultation with others, developing alternatives and helping to resolve engineering issues or conflicts that arise with processes or outcomes. To qualify for the GS-11 on Education alone, you must have:3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

Experience in consultation with others, developing alternatives and helping to resolve engineering issues or conflicts that arise with processes or outcomes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range
$62,236.00 - $96,978.00
