Job Summary
The Civil Engineer serves as a Senior Transportation Engineer in a Federal aid Division office of the Federal Highway Administration, providing technical expertise and program direction for development, implementation, management, and process improvement in the area of transportation operations and safety for the State DOT transportation program.
Major Duties
As a Civil Engineer (Transportation), you will:
- Serve as a Senior Transportation Engineer in a Federal aid Division office of the Federal Highway Administration, providing technical expertise and program direction for development, implementation, management, and process improvement in the area of transportation operations and safety for the State DOT transportation program.
- Provide leadership and serve as a technical specialist in transportation safety, traffic operations, and transportation systems management and operations (TSM&O), including transfer of state-of-the-art technology, for the Federal-aid Division.
- Provide professional expertise in matters pertaining to the Strategic Highway Safety Plan (SHSP), Highway Safety Improvement Program (HSIP), tolling/pricing, managed lanes, reducing border congestion, reducing congestion, and performance management of the transportation system.
- Evaluate the development and implementation of the State's highway safety plans and program, assuring compliance with FHWA regulations, policies and procedures, and to achieve FHWA safety goals and objectives.
- Assist in the implementation of state-of-the-art technology-based solutions to real world transportation problems; provides strategic leadership, technical assistance, training, and guidance for continued state, Tribal, and local government agreement on ITS standards and criteria.
- Negotiate and resolve sensitive and controversial problems affecting the administration of Federal-aid projects and programs with State, Tribal, and local government representatives.
The ideal candidate possesses knowledge and experience in the planning, design, and implementation of transportation safety and transportation systems management and operations (TSM&O), including Intelligent Transportation Systems (ITS), in conformance with State and Federal laws and regulations. This position is perfect for a mid- to senior-level professional who has knowledge and experience in highway project design, construction, operations, and maintenance, including traffic engineering, traffic safety and traffic operations; and who has excellent communication skills, and the ability to represent the agency in a professional manner.

1. Operations – This includes traffic congestion mitigation, traffic flow theory, freeway management and incident management, and traffic engineering, traffic signal operation and maintenance.
2. Transportation Systems Management and Operations (TSM&O) - - Current and advanced technology (including Intelligent Transportation Systems (ITS)) or approaches include applying, researching, deploying or operating traffic adaptive control systems, freeway management systems, dynamic traffic assignment and prediction models, information systems management, advanced simulation and modeling techniques, for example. In addition, current approaches for congestion mitigation and traffic management could be applied to planning or design of arterial and traffic signal control systems, freeway operations, electronic payment systems, commercial vehicle operations, emergency and traffic incident management; advanced vehicle control and safety systems; and advanced traveler information systems, HOV programs, and other congestion mitigation efforts. Also could include incorporating the USDOT Congestion Initiative, currently being implemented. These technologies and initiatives would be something that could be found in State Highway engineers and Transportation Specialists, as well as Federal Engineers and Transportation Specialists.
3. Highway and transportation systems safety engineering work may include duties such as evaluating and analyzing motor vehicle crash data, highway inventory, and traffic information as well as driver, bicycle, and pedestrian behavior issues that affect safety; and working with State, local, and/or Tribal government personnel or other professionals to find effective strategies to reduce the number of deaths and injuries that result from traffic crashes, such as recommendations for signage, highway design features, equipment, or others. Typically coordinates the review of safety performance and targets with National Highway Traffic Safety Administration (NHTSA).
Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the education and specialized experience requirements for the grade at which you are requesting consideration.
To qualify for the GS-12, you must have at least one year of experience equal or equivalent to the GS-11, it must include: Engineering experience in highway/transportation engineering related to evaluating and monitoring highway and transportation data, and making recommendations to improve transportation safety or traffic operations, and/or implementing Intelligent Transportation Systems (ITS) programs or other state-of-the-art transportation systems technology. To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Engineering experience in highway/transportation engineering work related to transportation safety and transportation systems management and operations, including congestion mitigation, incident management, and the implementation of Intelligent Transportation Systems (ITS) programs, or other state-of-the-art technology. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Pay Range
$85,680.00 - $132,453.00
