Job Summary

Major Duties
- Provides for an organized, programmed approach for systematic, goal-related program reviews with a view to analyzing and evaluating the effectiveness of program operations
- Serves with NBAF Director in planning and program development of the overall NBAF mission, goals, and policies.
- Provides leadership and technical direction in the formulation and execution of programs and policies related to ARS support services at NBAF.
- Reviews progress of programs, with responsibility for directing appropriate revision or modification of plans to assure the efficient accomplishment of program objectives.
- As required and often in coordination with the NBAF senior staff, conducts independent assessments, analysis and special studies of significant importance that require financial management and planning expertise.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement March 13, 2020 including specialized experience and/or education, as defined below. Basic Education Requirement: This position requires applicants to meet a Basic Education Requirement. You must have completed a bachelor's degree (or higher) in the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position OR you must have a combination of education and experience. Specifically, course work equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, PLUS appropriate experience or additional education. Experience: One (1) year of specialized experience equivalent to at least the GS-14 level, or its non-Federal equivalent, that included experience, 1) managing a high containment (BSL-3 and above) laboratory facilities including administrative oversight and long range planning, 2) Knowledge of regulations, rules, guidelines, principles and practices of biosafety/biosecurity and engineering as related to high containment laboratories and animal care facilities to ensure development and implementation of procedures that are in compliance with requirements and industry standards and best practices. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$126,810.00 - $164,858.00
