Job Summary

The Deputy Director for Institutions, Programs, and Business Management reports to the Director of the Sciences and Exploration Directorate (SED) and serves as the principal operating official for the Directorate in the planning, development, and implementation of institutional matters and new business, technology investments, management processes and business strategies.

Major Duties

  • Leads the formulation of Directorate Strategic Business Plans, facilitates the development of the Directorate's new business plans, and Center's core scientific and engineering competencies, and facilitates the execution of associated action plan.
  • Assesses the adequacy of the Directorate's core capabilities and skills and develops and executes implementation strategies for ensuring skills and capabilities are developed and retained in all areas of core competency for future work.
  • Develops overall workforce utilization plans to ensure the right balance of work is defined and pursued to sustain a vital SED workforce. Evaluates, modifies, and implements human resource systems and workforce planning and development tools.
  • Streamlines administrative processes utilized by managers to minimize overhead.
  • Develops and manages an integrated resource management program including all available budget elements, manpower, and physical assets.
  • Assesses, in coordination with the SED senior management team, the progress of SED technology and flight project activities, and assists in identifying and managing risk.
  • Provides executive oversight of internal investments and assessing programs and processes, including trade space, as missions and instruments are designed.
  • Gains new business for Goddard and ensuring that the preliminary plans are executable. This includes developing partnerships for new business and new missions, interfacing with the Air Force and DOD as well as other organizations.

Qualifications

To qualify, candidates must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/managerial experience, normally with several years at the GS-15 level or equivalent, which demonstrates clearly the ability to manage people and resources. Candidates must also demonstrate qualifications in the managerial and technical areas noted below. Experience in developing and executing strategic plans, building customer relations, developing and implementing innovative solutions to business management issues, utilizing management systems for project and program evaluation for space-based missions and instruments and experience with science grant monitoring.2. Experience in full cost accounting and analysis for a large public sector science research and development organization, including developing and executing innovative solutions to new business and institutional goals.3. Ability to negotiate, establish, and maintain science and engineering collaborations with contractors, field center elements, Headquarters, and other United States agencies.

Pay Range

$166,501.00 - $177,800.00
