Job Summary

The National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) has played a key role in protecting American lives and properties for over a century. The timely provision of weather, water, climate, and environmental information has supported the Nations's social and economic development. The Central Region conducts the technical and service programs and the administrative support functions of the region in accordance with NOAA and NWS policies.

Major Duties

The Director, Central Region is a Senior Executive Service (SES) position in the National Weather Service (NWS) reporting to the Chief Operating Officer for NWS. The incumbent provides leadership and direction to the Central Region. The Central Region Director is responsible for the administration of all operational and scientific meteorological and hydrologic programs in the region. These programs include the development, operation, and maintenance of observing networks; the provision of all weather and flood warning and forecast services; the review and upgrade of scientific programs and procedures in field offices; and the evaluation and monitoring of services and consultation with various users (state and local government agencies, emergency managers, the Federal Aviation Administration and aviation interests, marine interests, growers, etc.). As the Director, the incumbent has full responsibility for the discharge, provision, and/or effectiveness of the following essential organizational functions for the NWS in the Central Region field offices and in the region headquarters:

  1. A severe weather and flood warning system to minimize loss of life and property.
  2. The provision of weather services to enhance the efficiency of the activities and operations to the public, public safety organizations, the media, and other users of public weather services.
  3. The provision of weather services through approved media to enhance the efficiency of various public and private interests located within the region, including those charged with responsibility for aviation operations, agriculture, air pollution control, forestry management, marine activities, etc.
  4. Timely and accurate weather observations and responsive communications systems in support of the overall programs of the region and the NWS.
  5. Timely dissemination of weather forecasts and warnings to the public, the media, and other user groups.
  6. Ensuring NWS forecasts and advisories are responsive to the needs of the public and all users.
  7. The transition of NWS services and implementation of new systems in accordance with NWS modernization and associated restructuring plans.
  8. The efficient utilization and management of Regional human resources within national NWS guidelines.
  9. Ensuring that funds are effectively utilized and controlled within the allocated budget of the Region and within national NWS guidelines.

The Director also oversee the timely implementation of the Region's human and budgetary resources; ensure that financial, administrative, and Information Technology systems are integrated with office procedures; and support the NOAA and NWS strategic planning process to efficiently and effectively manage the Central Region.

Qualifications

To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed below and the educational requirement. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font, or the application will be disqualified.Professional/Technical Core Qualifications (PTQs):PTQ 1 - In-depth knowledge of and experience in the physical sciences related to a variety of scientific / meteorological techniques and methodologies associated with weather and hydrologic warning and forecasting, e.g., data acquisition, analysis, prognosis, product refinements, and dissemination, as well as operational experience in one or more field forecast program, e.g., agriculture, aviation, air pollution, climate, and fire weather.

PTQ 2 -Experience which demonstrates the analytical skills and abilities involved in the identification and definition of service needs and requirements, the development of objectives, the evaluation of options, and the determination of final courses of action.

PTQ 3 -Broad executive-level experience in a large scientifically and technically complex organization reflecting leadership in program analysis as well as budget and financial planning, oversight, and management.

Pay Range

$131,239.00 - $197,300.00
