Job Summary
The National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) has played a key role in protecting American lives and properties for over a century. The timely provision of weather, water, climate, and environmental information has supported the Nation's social and economic development. Offices in communities across the U.S. and its territories provide the authoritative information needed to plan, prepare, mitigate, and respond to natural and human-caused events.
Major Duties
The Director, National Centers for Environmental Prediction (NCEP) is a Senior Executive Service (SES) position in the NCEP, an arm of the National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS). NCEP is comprised of nine National Centers and the Office of the Director, which provide a wide variety of national and international weather guidance products to National Weather Service field offices, government agencies, emergency managers, private sector meteorologists, and meteorological organizations and societies throughout the world. NCEP is a critical resource in national and global weather prediction. NCEP is the starting point for nearly all weather forecasts in the United States.
The Director handles the planning and execution of personnel and budget matters, as well as the operational aspects for all nine National Centers, including the Aviation Weather Center, Climate Prediction Center, Environmental Modeling Center, National Hurricane Center, NCEP Central Operations, Ocean Prediction Center, Storm Prediction Center, Space Weather Prediction Center, and the Weather Prediction Center. The incumbent works with various groups to examine the effects of weather and climate on national security and to establish practical responses to climate change and extreme weather events. The incumbent leads staff and interacts with different governmental and nongovernmental organizations, and public and private groups.
The incumbent is responsible for the direction and administration of all NCEP activities. This includes resolving operational and technical management problems; maintaining surveillance over the organization; and ensuring the timely and adequate implementation of established NWS/NCEP goals and programs. In addition, the Director has responsibility for discharge of the following essential organizational functions:
- Ensures the NCEP forecast guidance system is responsive to the needs of the NWS field operations and that NCEP numerical weather prediction guidance products are further refined, developed, and implemented to improve efficiency and accuracy of forecasts and to meet the requirements of NWS offices.
- Oversees the implementation of NCEP's budget and supports the strategic planning process to efficiently and effectively run NCEP, serving NWS/NOAA's strategic/programmatic needs over both the short and long term.
- Manages and directs a full range of NCEP administrative support functions in the following areas: administers human resource activities in the NCEP centers and within NWS; manages acquisition services, grants, facilities, and logistic and support services; and directs information resource management functions, implementing the operation and maintenance of all computer and supporting systems.
- Provides for the collaborative and responsive provision and/or exchange of data, products, services, or other support to Federal agencies, foreign governments, the World Meteorological Organization (WMO), the World Weather Watch, and other international and professional/academic organizations. While providing the above, ensures that applicable U.S. positions in support of NWS, NOAA, and WMO efforts are developed and presented.
Qualifications
To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications (ECQs) and Professional/Technical Qualifications (PTQS) listed below. An individual's total experience must demonstrate the ability to perform the duties of the position. NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font, or the application will be disqualified.Professional/Technical Qualifications (PTQs):PTQ 1 - Demonstrated experience in theories, principles, and practices of modern weather forecast and analysis systems consisting of one or more of the following specialty areas: meteorology, weather research, climate, hydrology, and/or environmental sciences and their operational applications.
PTQ 2 - Demonstrated executive-level expertise and experience with basic and applied research, applications, and processes associated with weather research, and complex policy issues that affect numerical weather and climate prediction programs to include medium and long-range forecasting.NOTE: Responses to PTQs must not exceed 2 pages per PTQ, for a total of4 pages, or the application will be disqualified.

Pay Range
$127,914.00 - $192,300.00
