Job Summary
This position is a Senior Level (SL) position in the federal government. SL employees are in non-executive positions whose duties are broad and complex enough to be classified above GS 15 level. SL positions involve highly specialized and complex work. You will serve as the Distinguished Engineer/Scientist for Undersea Warfare (USW) Mission Capabilities at the Naval Undersea Warfare Center (NUWC). The Naval Undersea Warfare Center is responsible for all naval sea systems associated with USW.
Major Duties
- You will work with the NUWC Executive Director and Division Technical Directors to ensure that operations are aligned with the Chief of Naval Operations strategic guidance, Fleet operational planning, Type Commanders initiatives, NUWC USW Strategy.
- You will assure that the Navy receives the products, services, material and equipment required for specific USW missions.
- You will lead Naval Sea Systems Command (NAVSEA) efforts to promote a USW mission-related culture, providing guidance to existing projects and initiatives to ensure alignment with mission-related opportunities and implementation changes.
- You will lead the NUWC role in recognizing and developing mission capabilities across disciplines and product lines to ensure the best solution in mission areas.
- You will advise and recommend needed warfighting capabilities to meet Navy requirements with primary interface points of the Fleet Commands, Type Commanders (TYCOMS), resource sponsors, NUWC Division Technical Directors and other stakeholders.
- You will lead NAVSEA USW mission focused activities as the Director for Undersea Warfare (DUSW).
- You will, through the efforts of a small staff and the Mission Capability Managers, be responsible for USW mission area capabilities and assure that programs and projects with product focus are reviewed in the context of broader mission requirements.
Qualifications
QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Significant knowledge of Department of the Navy (DON) and Department of Defense (DoD) organizations and operations as related to research, development, test and evaluation (RDT&E) activities in undersea warfare (USW). 2. Knowledge of and competence in broad areas of undersea Science and Technology (S&T), management and execution, as well as DoD RDT&E planning and acquisition processes. 3. Demonstrated competence in USW systems mission and vision development, concept development, and program management. 4. Ability to assess current and projected mission requirements, capabilities and shortfalls relative to strategies, budgets, threat analysis, and execution plans. 5. Ability to plan, direct and resolve technical and business issues of complex USW systems and skill in leadership of practitioners and managers engaging in engineering, research and development. Pay Range
$150,402.00 - $192,300.00
