Job Summary
A successful candidate in this position willserve as a recognized expert and technical authority in environmental regulatory compliance in the Federal, state, and local levels environmental compliance by providing policy and technical advice and assistance on a wide variety of existing, new, and emerging regulatory requirements of national significance and interest with potential for significant input to the EM projects and programs.
Major Duties
As a Environmental Protection Specialist, you will:
- Communicate and coordinate with technical counterparts in EM and other Departmental elements to provide expert analyses of the effect of laws and regulations of EM operations, and to reconcile differing or conflicting viewpoints on their impact on EM technical programs and policy implementation
- Support routine interagency discussions with external regulators ( e.g., Environmental Protection Agency (EPA), Nuclear Regulatory Commission (NRC), Defense Nuclear Facilities Safety Board, and State representatives) related to the EM regulatory policies and compliance.
- Analyze DOE Orders pertaining to radioactive waste disposal, grants, cooperative agreements, and Agreements in principle. Reviews and coordinates within DOE/EM, at HQ and field levels, and with other government agencies on assigned compliance areas.
- Compile, maintain and prepare periodic reports on policy and technical aspects of regulatory compliance legislation and rule making matters regarding existing and/or proposed Federal and State laws and environmental compliance regulations affecting program activities
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
GS 13 Coordinating policies, orders, standards, and guidance on compliance issues regarding generation, treatment, storage, packaging, transportation, disposal of hazardous and/or radioactive materials and wasteslong-term stewardship.
Developing regulatory analyses of risk reduction and cleanup program activities in terms of their adequacy in achieving objectives to solve regulatory challenges.
Recommending solutions to problems/issues for internal/interagency discussion to include identifying opportunities for efficiencies, policy improvements, and/or lessons learned in the site's project planning and execution.
Coordinating responses to regulatory and compliance-related Government Accountability Office and Inspector General Audits, findings, and recommendations by providing information through routine reports GS 14 Preparing, providing and evaluating program activities by attending conferences, meetings, and other gatherings, with officials, senior officials and other agencies ensuring that sites are in compliance with all applicable compliance agreements, consent orders, and Congressional legislation policy and technical advice.
Leading compliance analyses and develops strategies for implementing new regulations and policies including preparation of integrated policy guidance, identifying trends, issues, and lessons learned.
Administering and implementing ad hoc regulatory information and analysis tools to support compliance planning and management decision-making.
Developing assessments of new and emerging regulatory requirements and policies, to articulate and promote the organization's purposes and programs including long-term stewardship. Knowledge of existing and proposed environmental, safety and health regulations, policies, and guidelines as they apply to the environmental compliance program activities sufficient to assure regulatory compliance.
Skill in providing technical authority and leadership in the planning, managing, evaluating, and oversight of acquisition management program environmental compliance activities.
Knowledge of Federal, State and local environmental, laws and regulations; mastery of program principles, concepts, practices, methods and techniques to apply new developments and theories to major problems not susceptible to treatment by accepted methods. Pay Range
$102,663.00 - $157,709.00
