Job Summary
This is an Environmental Coop Agreements Project Manager, GS-0401-12 position with the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth District, Regional Planning and Environmental Center (RPEC). This is a permanent full-time position and may be filled in any of the following duty locations: Fort Worth, TX; Galveston, TX; Little Rock, AR; or Tulsa, OK. The location chosen will be at the discretion of management and determined at the time of selection.
Major Duties
- Serves as Project Manager for Cooperative Agreements (CA) awarded under the Cooperative Ecosystem Studies Unit (CESU) Network program.
- Provides environmental contracting support for all other identified Civil Works, Military and Reimbursable programs.
- Responsible for the overall planning, management and control, coordination, execution and closeout of assigned projects.
- Plans and coordinates assigned actions under the CESU program to include scheduling and monitoring of actions, reviewing Statement of Objectives (SOO) with the installation to ensure compliance with CESU governing rules and regulations.
- Prepares the technical analysis and evaluates proposals received to determine the best qualified cooperators to perform the task.
- As the technical point of contact for the awarded agreement, reviews all awarded agreements to ensure the cooperator has a complete understanding of the work requirements and deliverables in accordance with the agreement.
- Responsible for both the financial and project close out of all agreements.
- Maintains communication with stakeholders/customers and cooperators of project status, issues and possible resolution, and any impact on costs.

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: working with military customers on cooperative agreements, to include the development of scopes of work for natural/cultural resources, formulation of proposals, technical analysis and grant documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Pay Range
$76,721.00 - $114,683.00
