Major Duties

At the entry level of this position, you will:

  • Provide direct technical engineering expertise to Indian Health Service and Tribes in the management of their Drinking Water Tribal Set-Aside (DW-TSA) and Clean Water Indian Set-Aside (CW-ISA) Projects.
  • Serve as a Project Officer for Drinking Water Tribal Set-Aside (DW-TSA) and Clean Water Indian Set-Aside (CW-ISA) interagency agreements and grants.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.

Qualifications

You need a degree or combination of education and experience as described below to qualify for this position.In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as providing limited direct technical engineering/science expertise to Tribes and Indian Health Service (IHS) in the management of Drinking Water Tribal Set-Aside (DW-TSA) and Clean Water Indian Set-Aside (CW-ISA) projects, under the tutelage of senior staff, directly manage interagency agreements and grants.- OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below- OR an equivalent combination of education and experience.To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as providing direct technical guidance and consultation to Tribes and Indian Health Service (IHS) in the management of Drinking Water Tribal Set-Aside (DW-TSA) and Clean Water Indian Set-Aside projects; directly manage interagency agreements and grants- OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below- OR an equivalent combination of education and experience.Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of environmental engineering sufficient to determine and/or execute actions for a wide range of assignments involving combinations of complex features of Drinking Water Tribal Set-Aside and Clean Water Indian Set Aside infrastructure projects.

Knowledge of the Safe Drinking Water Act (SDWA) or the Clean Water Act (CWA).

Skill in customer service.

Knowledge of the Clean Water Tribal Set-Aside and Clean Water Indian Set-Aside Programs to provide support for the development regulations, technical information and guidance on both regional and national levels.

Knowledge of grants administration rules, regulations, policies, practices, and activities to serve as a Project Officer.

Skill in oral communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range

$58,006.00 - $91,234.00
