Job Summary

This position is located in the Office of Strategic Infrastructure, Environmental Management Division (EMD), at NASA Headquarters. The EMD provides functional leadership, policy, oversight and coordination for NASA institutional and programmatic environmental issues directed toward enabling the NASA mission, assisting Centers, advancing environmental stewardship, and ensuring environmental regulatory compliance.

Major Duties

  • Serves as an agency technical authority in one or more environmental planning (i.e, NEPA), compliance (i.e., RCRA, TSCA, CWA), restoration (i.e., RCRA, CERCLA), sustainability (i.e., Executive Orders), or management (i.e., ISO 14001) program areas.
  • Develops appropriate and applicable environmental policy, procedure, guidance and training that effectively and efficiently conveys Agency objectives and requirements.
  • Monitors Agency compliance with environmental program requirements, and works with key internal and external stakeholders to develop and implement appropriate, effective, and efficient tools, techniques, and procedures to improve performance.
  • Monitors environmental risks, and works with key internal and external, as appropriate, program stakeholders to develop and implement appropriate, effective, and efficient tools, techniques, and procedures to eliminate, reduce or mitigate risks.
  • Supports resolution of complex Agency environmental challenges.
  • Identifies key decision points and risks; engage stakeholders in collaborate analysis of options, as appropriate; design solutions; inform senior leadership; and implement programs, or projects to address issue(s).

Qualifications

In addition to the basic education requirements, applicant must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.For the GS-14 level:One year of specialized experience at the next lower grade (GS-13) is defined as experience in providing technical recommendations, advice, and guidance regarding complex environmental laws, regulations and policies; experience in coordinating and integrating the planning, programming, development, oversight, scheduling, and overall management of resources for environmental technical projects.For the GS-15 level:One year of specialized experience at the next lower grade (GS-14) is defined as experience in the following in planning, developing, and executing environmental technical program management at an Agency (or equivalent) level; experience in developing and implementing agency (or equivalent) level programs and policies in the areas of environmental management and compliance.The ideal candidate would demonstrate local level environmental management leadership from a program, policy, and project level; specific expertise in the application and/or development of an Environmental Management System (EMS) at an organization level; and specific expertise in the application and/or development of environmental technical and EMS auditing.

Pay Range

$121,316.00 - $170,800.00
