Job Summary

This position is in Office of Enforcement and Compliance Assurance (OECA), Office of Compliance (OC), Monitoring, Assistance, and Media Programs Division. If selected, you must work at the location stated in this announcement. About OECA:OECA Webpage.

Major Duties

One or more positions may be filled.

You will:

  • Lead compliance monitoring activities; review regulatory proposals, management data, and relevant legislation; and collect and interpret engineering or scientific data.
  • Lead and serve on workgroups within EPA, which develop regulations, standards, policies, strategies, compliance/enforcement initiatives, compliance assistance materials, and guidance.
  • Develop guidance for EPA and state inspectors in the form of manuals, fact sheets and training modules, and policy documents.
  • Research and analyze a wide variety of materials and data, and develop options and recommendations to present to the Branch Chief and senior managers within OC, OECA, and the Agency.
  • Serve as a liaison with various OECA and EPA officials and staff to provide technical support to program, legal, and administrative staff, as well as, develops responses to members of Congress, or other federal agencies, states, tribes, and the public regarding compliance monitoring procedures/activities.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

Qualifications

You need a degree or combination of education and experience as described below to qualify for this position.In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as analyzing environmental data and information; preparing scientific or engineering documents to develop or explain environmental policies or guidance; and coordinating inspector policy, training, or credentials.Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of scientific or engineering principles, theories, and practices to investigate critical problems in the specialty area.

Ability to compile and interpret scientific or engineering data and information.

Skill in oral communication to deliver briefings and participate in meetings and conferences.

Ability to work on teams.

Skill in written communication to develop written technical reports.

Ability to develop policy and regulations.

Skill analytical methods and techniques.

Ability to compile and interpret engineering/scientific data and information to develop policies and regulations.

Knowledge of compliance and monitoring regulations, procedures, and activities.

Ability to provide advice on inspection policy, inspector training, and inspector credentials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range

$102,663.00 - $133,465.00
