Job Summary

The Architect of the Capitol (AOC) is seeking an Environmental Engineer or PhysicalScientistfor the Superintendent House Office Buildings (HOB), Assistant Superintendent Facilities Support Division.The position will provide leadershipfor theHOB's environmental initiatives and on-going operations, including hazardous materials abatement andbroad environmental protection projects.Ensures compliance with environmental regulations and reviews engineering designs and construction programs.

Major Duties

This position is being advertised as an interdisciplinary position meaning that you may be placed into an Environmental Engineer or Physical Scientist position based on your educational background and/or qualifications. MAJOR DUTIES:

  • Carries out environmental initiatives, such as compliance with environmental regulations and review of engineering designs and construction programs applicable to the HOB.
  • Develops strategic program plans for monitoring and evaluating projects and programs to achieve and maintain environmental compliance of on-going operations.
  • Provides policy and procedural consultation, advice and guidance on complex environmental, regulatory and compliance issues for the HOB.
  • Develops Statements of Work for contractors to respond to environmental needs and requirements; monitors contractor's performance. Serves as Contracting Officers Technical Representative (COTR).
  • Performs inspections and oversight activities which include surveying activities, work sites, establishing monitoring programs and initiating corrective measures and programs.
  • Independently makes periodic inspections of HOB operations to identify and report compliance problems.
  • Conducts studies to determine corrective measures for remediating environmental deficiencies. Develops specialized engineering analyses and solutions to technical and maintenance problems.
  • Consults with management and design planning personnel in preparing environmental requirements and criteria for complex or high value projects for construction or modification of facilities, systems or equipment, chilled water and electricity.
  • Coordinates and performs inspections of the facilities for environmental compliance. Manages the inspection and permits for the HOB.
  • Advises and consults on conventional aspects of environmental engineering projects and/or programs involving several complex features and unique characteristics.
  • Reviews new or revised policy directives or program materials from regulatory agencies. Interprets the impact of environmental protection laws, regulations and policies on the operations and projects at HOB.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. It is available for your review on the OPM web site at OPM qualification standards Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-12 grade level in the Federal service. Specialized experience is defined as having experience:1. Managing environmental programs related to hazardous materials abatement and broadenvironmental protection projects. 2. Developing strategic plans for monitoring and evaluating projects and programs to achieve and maintain environmental compliance of on-going operations. 3. Conductingenvironmental studies to determinecorrective measures for remediating environmental deficiencies. 4. Serving as Contracting Officers Technical Representative to ensure accurate and adequate oversight of contractor performance.

Pay Range

$102,663.00 - $133,465.00
