Job Summary
This is a TERM position located in the Strategic Planning and Project Management (SPPM) Division. TERM positions do not convey permanent status in the Federal service and will be for a period not to exceed thirteen months, with possible extensions up to a total of four years without further competition. Major Duties
- Researches and collects baseline data from members of project interdisciplinary teams. Basic information includes but is not limited to natural and cultural resource sensitivity and significance, historical backgrounds, planning and management constraints, and operational impacts.
- Tracks and documents the status of compliance documentation approvals and written consultation correspondence using spreadsheets and databases. Assists in tracking milestones, completed projects, and drafts sections of annual Section 106 reports, working closely with the park's Section 106 NHPA Coordinator and other compliance specialists.
- Drafts portions of environmental impact analysis documentation (e.g., categorical exclusion packages or portions of environmental assessments or environmental impact statements) under the guidance of compliance specialists and the compliance program manager.
- Documents interdisciplinary team discussions, decisions, and actions items through comprehensive, transparent meeting minutes. Assists compliance specialists in gathering, organizing, and maintaining documents for project decision files.
- Reviews compliance documentation for formatting and editorial changes. Processes written correspondence for the park Superintendent's review and signature to other state and federal agencies to assist in consultation under the National Historic Preservation Act (NHPA), Endangered Species Act (ESA), or for other compliance communications to stakeholders.
- Posts approved compliance documentation (e.g., categorical exclusions) to the public through the PEPC website. Notifies projects managers of completed compliance and mitigations.
- Assists in arranging logistics and drafting project materials for internal interdisciplinary review meetings and public meetings and workshops. Assists in the collection, organization, and analysis of public comments on proposed actions.
- Maintains effective working relationships with team members of varying disciplines.
- Assists in other areas of project management such as performing administrative duties such as travel arrangements, scheduling and responding to requests, general office management, and timekeeping.
Qualifications
All qualifications must be met by the closing date of this announcement-03/31/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement:
At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: performing work that involves the knowledge of environmental (natural and cultural) regulations, policies, and guidelines; collecting data to be used in evaluating proposed actions and drafting compliance documentation; communicating resource information in a clear, concise, and professional manner; and maintaining effective working relationships with interdisciplinary team members. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$43,251.00 - $56,222.00
