Job Summary

VA Connecticut Healthcare System is recruiting for a full-time Environmental Protection Specialist. The position will be located in Safety Service at the Newington Campus.

Major Duties

Duties include but are not limited to:

  • Develops facility environmental policy and procedural documentation;
  • Coordinates safety activities with regional representatives and supports the development of integrated planning for all facilities within the region;
  • Advises management on how environmental regulations, standards, policies and procedures will affect operations of the VAMC;
  • Assures compliance with applicable laws and regulations for air emissions, safe drinking water, wastewater discharge, solid and hazardous waste, fuel and oil storage, spill prevention, Emergency Planning and Committee Right to Know Act annual reporting, Toxic Substance Control Act (asbestos, lead, PCB, mercury, etc.), among other areas;
  • Participates in the national level GEMS committees and conferences within VA and VISN1 GEMS Committee; and
  • Manages computer databases to enhance management of environmental programs such as CP-Track, air emission, UST, asbestos and lead databases, etc.

Work Schedule: Monday- Friday. 8:00am- 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/07/2020. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials for Federal employees. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: develops environmental policies and procedures, interacts with Federal, state and local environmental agencies with respect to facility environmental issues, conducts training on environmental programs and regulatory requirements, participates in environmental committees and conferences, manages environmental computer databases and interprets new or revised regulations, standards and technical guidance and provides guidance OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and post high school education. Qualifying combinations of education and experience are computed by first determining the applicant's total qualifying experience as a percentage of the experience required for that grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the grade level. You will be rated on the following Competencies for this position: Decision Making- Makes sound, well informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change; Hazardous Materials- Knowledge of hazardous materials and waste and their uses, interactions, dangers, production, handling, storage, and disposal; Database Administration- Knowledge of the principles, methods, and tools for automating, developing, implementing, or administering database systems; and Communications- Effectively expresses information to multiple audiences through clear, convincing oral and written communications; demonstrates logical thinking when describing facts and concepts, and shapes communications to meet the needs of a specific audience; actively listens to others and demonstrates understanding of their comments and/or questions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Pay Range

$69,339.00 - $90,146.00
