Job Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Program Management Division. This position will be filled in one of the following locations: Laguna Niguel, California Washington, District of Columbia

Major Duties

Joining the Customs and Border Protection, U.S. Border Patrol will allow you to use your expertise in developing, coordinating and evaluating environmental planning strategies for complex projects to provide advisory and technical services to management regarding local environmental laws and regulations

This position starts at a salary of $88,704.00 (GS-13, Step 1) to $115,313.00 (GS-13, Step 10) with promotion potential to$115,313.00 (GS-13 Step 10).

Typical work assignment include:

  • Developing innovative solutions to complex environmental planning requirements supporting the construction of border walls and infrastructure across the southern U.S. border; fostering and maintaining cooperative working relationships with internal and external stakeholders such as the PMO project managers, other subject matter experts within the PMO, the US Fish and Wildlife Service, Federal land managers, state agencies, and tribal nations to ensure efficient and successful implementation of environmental requirements
  • Developing, planning, and managing environmental resource management projects and studies of broad scope and complexity associated with border infrastructure for the purpose of achieving and maintaining compliance with applicable state and federal regulations and DHS/CBP policies; providing guidance and assisting CBP program managers on noncompliance situations and assists with developing required environmental plans; providing training and directing assistance to project managers and contractors regarding procedures and requirements to achieve and maintain compliance
  • Keeping informed of Federal and state legislation, regulations, and guidelines as well as new DHS/CBP program requirements and court decisions affecting environmental resources; reviewing new public laws, regulations and standards, to determine regulatory impact on current or future projects; advising on interpretation of regulations impacting on CBP activities with potential for impacts to environmental resources
  • Providing guidance on environmental budgets required for the program and individual projects; leading and managing efforts of supporting agencies (such as the US Army Corps of Engineers) and supporting contractors to conduct required field surveys and develop required planning documents such as Environmental Assessments, Categorical Exclusions and Records of Environmental Consideration
  • Serving as a Contracting Officer's Technical Representative (COR) for environmental studies, surveys, and design projects relating to environmental resource management

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing environmental programs which includes preparing environmental reports and resolving technical problems Planning objectives for assigned programs and establishing schedules Coordinating environmental policies and directives Providing direction to ensure environmental compliance Quality Ranking Factor: Applicants that possess the following experience may be rated higher than applicants that do not possess this experience: Preparing environmental planning documents and managing the environmental planning process in compliance with the National Environmental Policy Act (NEPA), Endangered Species Act, National Historic Preservation Act, Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, among other environmental laws and regulations Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/06/2020. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
