The Southern Arizona Health Care System is currently recruiting one Environmental Protection Specialist to work in the Engineering Service in Tucson Arizona. The incumbent serves as the facility program manager for the Green Environmental Management Systems (GEMS) Program conducting periodic internal gap analysis for the GEMS Program using criteria consistent with the laws/directives/policies that's set forth and governs the program requirements, and make corrections/improvements as needed.
Major Duties
Duties include but are not limited to the following:
- Plan, organize, implement, oversee and provide technical assistance for projects to resolve environmental and emergency management problems
- Plan, manage, and coordinate environmental compliance projects needed to achieve and maintain regulatory compliance e.g. the Stormwater Management, Air Emission Management, Environmental Spill and Cleanup, and other similar programs
- Resolve difficult/complex technical, project management, and/or organizational problems using innovative and original approaches
- Perform work planning, designing, constructing, modifying or improving, and maintaining facilities either by in-house or contractual effort
- Serve as an expert on issues related to environmental statutes including the Resource Conservation and Recovery Act, Clean Water Act, Clean Air Act, Superfund statutes, Toxic Substances Control Act, and Safe Drinking Water Act
- Review how expansion, modification, closure of existing facilities and infrastructure, new construction of structures and/or infrastructure will affect the environment
- Perform i.e. conduct employee ergonomic assessments, implement ergonomic work practices, purchase and/or distribute ergonomic equipment, devices and furniture items as required
- Document/record and track regulatory audits i.e. tracking facility surveys, VA and external audits/inspections, and action plans on VHA nationally designated tools/tracking systems specifically for the GEMS Program

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/24/2020. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing environmental compliance, gap analysis, and environmental programs for compliance with agency policies. Travel is occasionally required throughout the year to the rural clinics throughout Southern Arizona. During surveys, the employee is subjected to all the risks and discomforts associated with such activities that require special safety precautions. Risk of exposure to hazardous materials includes: pesticides, hazardous chemicals, radioactive materials, or other pollutants. This exposure requires the use of protective clothing and equipment, including respirators, hardhats, and ear protectors. Pay Range
$64,694.00 - $84,100.00
