Job Summary

This is a re-announcement. All applicants who applied to CBCH-EA-10622691-20-CH will need to re-apply to be considered. The incumbent serves as the Green Environmental Management System (GEMS) Coordinator for the Eastern Kansas Health Care System in the Occupational Health and Safety Service.

Major Duties

Duties include but are not limited to:

  • Administratively and professionally responsible for the planning, organizing, directing and evaluating management process for the programs which includes setting qualitative and quantitative standards.
  • Develops policies and procedures on the methods, techniques and procedures necessary to integrate the GEMS in the system.
  • Develop long range and short range goals considering space utilization, budget processes and planning activities.
  • Independently compiles, consolidates and organizes the submission of the budget request.
  • Must identify, evaluate and recommend control measure for any type of health hazard.
  • Facilitate the exchange of environmental information to VA Medical Center staff, including the development and implementation of training and educational programs related to environmental programs.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/21/2020. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 9 position you must have served 52 weeks at the GS 7. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS 9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 7 in the normal line of progression for the occupation in the organization which includes establishing policies and procedures regarding environmental activities (such recycling, air emissions, volatile hazardous air pollution and hazardous substances management and handling) AND providing environmental guidance and recommendations to ensure compliance with state and Federal regulatory requirements. Experience in meeting the criteria set forth in the ISO 14001 Standard related to environmental protection efforts. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, OR 2 full years progressively higher level graduate education leading to such a degree. TRANSCRIPTS MUST BE SUBMITTED. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of successfully completed graduate education and specialized experience directly related to the work of the position, which may be substituted to meet the experience requirements of the position. Computed by first determining the applicants total qualifying experience as a percentage of the experience required for the grade level; then determining the applicants education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS 9 and GS 11. TRANSCRIPTS MUST BE SUBMITTED. GS 11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 9 in the normal line of progression for the occupation in the organization which includes Implementing and monitoring facility level policies in the area of recycling materials/hazardous waste management; advising senior managers on routine and complex environmental issues, projects, programs, and functions; conducting inspections or surveys of workplaces for compliance with established regulations; developing and presenting training to employees on matters related to environmental protections concepts and procedures. Expertise in the ISO 14001 standard and the ability to drive organizational change through pollution prevention efforts, NEPA, EPCRA, Underground and Above Ground Storage Tanks, and a variety of Universal waste activities. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level, Applicants may substitute education for experience. You must possess a Ph.D. or equivalent Doctoral Degree or successful completion of three (3) full years of progressively higher level education leading to such a degree or a LL.M., if related, obtained in an accredited college or university.TRANSCRIPTS MUST BE SUBMITTED. OR, Combination: Applicants may also combine education and experience to qualify at this level. Applicants can combine education and experience. Combinations of successfully completed graduate education and specialized experience directly related to the work the position, which may be substituted to meet the experience requirements for the position. For example, nine (9) months (75 percent of the required experience) of specialized experience equivalent to the GS-9 level and 2 1/2 (50 percent of the required education, the first two years are not qualifying at the GS-11 level) years of creditable graduation level education would exceed the total required education and experience for this position. Physical Requirements: The work requires the employee to carry a good deal of equipment and involves walking, standing, bending, climbing or crawling during surveys. During surveys, the employee is subjected to all the risks and discomforts associated with industrial activities of the agency. This exposure requires the use of protective clothing and exercise including respirators, hardhats and ear protectors. May encounter exposure to hazardous materials including biological, chemical and radioactive agents. Pay Range

$53,443.00 - $84,057.00
